Proposal to set up the Government’s special working party to solve difficulties in investment projects

VCN- The Prime Minister has assigned the Ministry of Planning and Investment to assume prime responsibility for, and propose the establishment of a special working party of the Government to review and propose solutions to difficulties, problems and bottlenecks of investment projects in the centres and big cities.

In Document No. 88/TB-VPCP announcing the conclusion of Prime Minister Pham Minh Chinh at his meeting with the Ministry of Planning and Investment, the PM asked the Ministry of Planning and Investment to focus on implementing the direction and tasks.

In which, the Prime Minister asked the ministry to focus on leadership and direction to improve the efficiency of State management. Focus on researching and proposing mechanisms and policies to mobilise resources for socio-economic development with the thought of turning no into existence, turning difficult into easy and turning impossible into possible.

Promote decentralisation associated with strengthening inspection, supervision, building criteria, conditions, standards, testing tools and monitoring. Urgently and focus on research on decentralisation to manage the establishment, investment and expansion of industrial zones in the first six months of 2021.

Allocate and use the State resources with focus and key. Stop spreading and ineffective investment. Review and dismantle policy mechanisms to promote the leading role of public investment, promote investment from the non-State sector to effectively mobilise resources, implement three strategic breakthroughs, and promote socio-economic growth and development.

Economic restructuring associated with the strong development of science, technology and innovation, improving productivity, quality, efficiency and competitiveness of the economy amid the 4th Industrial Revolution.

To adopt appropriate mechanisms and policies to encourage the development of new products, services and business models, promote the role of innovation centres, especially the National Innovation Centre. The Ministry of Planning and Investment must actively transform digitally, build the digital economy and a digital society effectively.

Renew mindset in the state management of the economy, promote creativity based on adhering to the country's reality. Building an independent, autonomous, multi-sector socialist-oriented market economy and deep international integration associated with transparency, efficiency, security, stability, equity and progress society.

Firmly brief the practical situation, timely forecast and prepare plans, scenarios, copes, cope flexibly, creatively, and effectively to arising problems, especially amid the complicated and unpredictable developments of the Covid-19 pandemic; proactive to take measures to promote economic development.

Pay attention to listen, humbly learn, promptly share and solve difficulties with the spirit of taking people and businesses as a service centre.

The Prime Minister also basically agreed with the proposals of the Ministry of Planning and Investment and Deputy Prime Minister Le Minh Khai was assigned to direct the settlement and report on progress and efficiency to the PM.

The Ministry of Planning and Investment was assigned to assume prime responsibility for, and coordinate with concerned agencies in, reporting and proposing to the Prime Minister the establishment and operation regulations of the Government's special working party to review and propose to remove difficulties, obstacles, and bottlenecks of investment projects in major cities and centres, it is possible to study and propose to assign Deputy Prime Minister Pham Binh Minh as the team leader.
