A look at disbursement progress of major public investment projects

VCN - Regarding the disbursement of some major public investment projects and important national projects, the Ministry of Planning and Investment said that with the Eastern North-South expressway, the total disbursed capital of 11 component projects is VND5,530billion ofVND8,970 billion of the plan for 2020, reaching 61.6 percent. The 11 component projects of the North-South Expressway have disbursed 61.6 percent.

According to the report of the Ministry of Transport, for three component projects being implemented in the form of public investment (including Cao Bo - Mai Son section, Cam Lo - La Son section, My Thuan 2 Bridge the path leading to the two ends of the bridge) has disbursed VND1,755 ofVND3,400 billion of the plan for 2020 (including site clearance and construction), reaching 51.6 percent, of which, site clearance has been completed to about 93 percent.

For five component projects being implemented in the form of public private partnerships (including NH45 - Nghi Son, Nghi Son - Dien Chau, Dien Chau - Bai Vot, Nha Trang - Cam Lam, Cam Lam - Vinh Hao),the disbursement for the site clearance is VND2,084 billion ofVND3,016 billion as planned in 2020, reaching 69.1 percent.

Three new component projects approved by the National Assembly to convert PPP investment form to public investment (including section Mai Son - Highway 45, Vinh Hao - Phan Thiet, Phan Thiet - DauGiay) disbursed VND1,690 billion of VND2,554 billion as planned in 2020, reaching 66.2 percent.

“Currently, the Ministry of Transport has organized and approved the adjustment of investment projects, technical designs and estimates; Project Management Units have issued bidding documents to contractors, the first bidding packages are expected to commence in September 2020 in accordance with the direction of the Prime Minister,” Minister of Planning and Investment Nguyen Chi Dung said.

Another major project is the land acquisition, compensation, support and resettlement of Long Thanh International Airport, said the Ministry of Planning and Investment. The project is assigned a medium-term public investment plan with the capital of the Central Government for the period 2016-2020 is VND18,500 billion and the allocated capital for period 2018-2020 is VND18,195.035 billion (plan for 2018: VND4,500 billion; for 2019: VND6,990 billion and for2020: VND6,705.035 billion).

Resolution No. 53/2017/QH14 dated November 11, 2017of the National Assembly on the feasibility study report on the project of land acquisition, compensation, and resettlement assistance at Long Thanh international airport, the National Assembly has stipulated: “Land acquisition, compensation, assistance, and resettlement will be conducted once and completed before 2021”.

At the same time, in Report No. 3696/BC-UBND dated April 3, 2020, Dong Nai People's Committee commits to disburse all assigned capital in 2020.

Dong Nai province has drastically directed departments and agencies to actively implement and promote disbursement. However, in the first eight months of 2020, the project disburses VND1,376.187 billion, the accumulated disbursement up to now is VND2,513.655 billion, reaching 13.82 percent of the plan assigned.

According to the report byDong Nai People's Committee, some difficulties in the project implementation process are: due to the shape of the plot of land between the application file for the Land Use Right Certificate and the current situation is changed, so the area of the plot of land after measurement increases or decreases; many plots ofland are lacking information on the name of the owner, or lacking address.

However, from now to the end of 2020, the province will complete site clearance on the 1,810-ha priority area in 2020; continue to count and make compensation plans for the remaining area in 2020, hand over the site in the second quarter of 2021.

Thus, according to the Ministry of Planning and Investment, the disbursement rate of the capital allocated to this project is very low and it is difficult to complete the site clearance work, and hand over 1,810 ha of land, disburse all the assigned capital plans and complete all ground clearance work of the project before 2021 according to regulations.

With the My Thuan - Can Tho Expressway Project, the Ministry of Planning and Investment said that the project has a total investment of VND4,827.32 billion, using 100 percent of state budget capital.

Regarding capital sources, on April 15, 2020, the Prime Minister assigned VND932 billion of medium-term public investment plan for the project from the general reserve source. As of April 29, 2020, the Ministry of Transport has assigned VND932 billion for the project. The remaining VND3,895.32 billion will be fromthe Ministry of Transport in the medium-term public investment plan for the period 2021-2025.

Currently, the investor (Cuu Long Corporation) has posted a tender invitation, and it is expected that on August 20, 2020 it will approve the result of contractor selection and sign the contract of survey and design package. The time for approving the technical design and cost estimate is expected to be October 15, 2020 (45 days after the contractor selection is made).

Regarding the progress of the construction and installation work and the commencement of the project, according to the Ministry of Planning and Investment, it is expected to organize the selection of contractors from October 20, 2020; approving contractor selection results, signing contracts before December 15, 2020 and will start the project by the end of 2020. The project will open for traffic in 2022 and be completed in the second quarter of 2023.
