Promote legal support for businesses

VCN – The Ministry of Finance (MoF) has issued Decision No.124/QD-BTC on legal support plan for small and medium-sized enterprises (SMEs) in 2024.

In the decision, Minister of Finance requests its subordinate units to support enterprises in accessing legal information and financial regulations accurately and fully, meeting the needs of enterprises; to comply with regulations of Decree No. 55/2019/ND-CP of the Government on legal support for SMEs.

The Minister also requires the units to combine the legal support for enterprises with legal dissemination and education activities, and with the support and provivion of information to taxpayers and customs declarants and other state management acitvities. At the same time, strengthen coordination between state agencies and representative organizations of businesses in implementing legal support activities.

The Minister also directs units to organize communication and dissemination of legal finacial documents for SMEs through organizing conferences on training on legal knowledge; or seminars, dialogues to improve financial knowledge for SMEs; developing, compiling and issuing publications, documents, leaflets… to introduce legal documents...

In 2024, the units are directed to implement legal support and get feedback from relevant parties to complete the draft Decree amending and supplementing Decree No. 26/2023/ND-CP on export tariffs, prefferential import tariffs, tariff nomenclature, fixed duties, mixed duties, out-of quota import duties, Decree amending Decree No. 123/2020/ND-CP of the Government regulating about invoices and documents, and Decree amending and supplementing Decree No. 132/2020/ND-CP of the Government regulating tax administration for enterprises with related party transactions.

The Minister requests the General Department of Vietnam Customs, the General Department of Taxation, and the State Securities Commission to preside and coordinate with the Legal Department and the Department of the Tax policies, fees and charges Supervisory Authority, and relevant agencies to get feedback from enterprises about tax, customs and securities regulations, thereby, organizing business dialogue conferences to remove difficulties, problems in the practical application of legal documents, and answer questions directly on the Electronic Information Portal.

The Minister asks other units to receive problems and instruct enterprises by written document, online or face-to-face instruction, or via phone and other methods.

Notably, the Minister requests units to fully and promptly update information on newly promulgated financial legal documents. The industry's press agencies are required to promote providing information related to financial laws to the SMEs on the Ministry of Finance's Electronic Information Portal, on newspapers and magazines and mass media.
