The Resolution cites clearly, that the Government requires ministries, branches, localities to focus highly, firmly, creatively in the implementation of the tasks, and measures that have been assigned, strive to carry out targets successfully the plan on 2017 social-economic development.

Do not effect on the production activity

In particular, the government requires each member in the Government frequently to review, propose to amend, to supplement or abolish mechanisms, policies and regulations which are no longer appropriate and resolve not to allow institutions and policies to cause bad effects on the production and business activities of enterprises as well as economic – social development; urgently direct to absorb comments, and complete legal projects which have been submitted to the National Assembly Standing Committee in order to submit to the 3rd session of the National Assembly XIV under schedule, meeting quality.

Ministries, branches, especially the Ministry of Planning and Investment, the Ministry of Finance, the State Bank, the Ministry of Industry and Trade, the Ministry for Foreign Affairs, the Ministry of Defense and the Ministry of Public Security to regularly monitor, analyze and evaluate the business situation both domestic and international related to branches and fields under management to take suitable and timely solutions and measures. The Ministry of Planning and Investment and the Head of the Department of Macroeconomic Affairs shall chair and collaborate with the Ministry of Industry and Trade, the Ministry of Finance, the State Bank and other ministries, branches related to build the scenario for each sector and field and for the entire economy, update and report to the Prime Minister in the last month in every quarter.

The Ministry of Finance chairs and collaborates with the Ministry of Planning and Investment, the Ministry of Industry and Trade, the Ministry of Health, the Ministry of Education and Training, and the State Bank to be active in building the measures and scenarios, and schedule tightly for price adjustment under the market mechanism in some basic items and services managed by the State, ensuring inflation at a level not exceeding 4%.

Strengthen effectively inspection and supervision of production and business of corporations

The Ministry of Planning and Investment urges ministries, branches and localities to plan and organize to implement the Government's Resolution No. 27/NQ-CP of February 21, 2017, to be drastic to create breakthroughs in restructuring the economy associating with innovating the growth model. Collaborate with ministries, central branches and localities to review urgently the allocation plan and report to the Prime Minister on assigning medium-term public investment plans for 2016-2020; at the same time, report to the Prime Minister: a list of projects proposed by ministries, central agencies and localities to prolong the 2016 public investment plan to 2017, assignment of the central budget plan remaining before March 15, 2017. Urgently collaborate with ministries in charge of the target programs for 2016-2020 to submit to the Prime Minister for approval of each target program in March 2017.

Ministries, central agencies and localities implement the 2017 public investment plan well, closely monitor the disbursement situation and promptly detect and handle difficulties and problems in each specific project. Seriously review and clarify the responsibilities of organizations and individuals that cause delays in the implementation of public investment plans, causing losses and waste of State resources. At the same time, intensify the inspection and supervision efficiently of the production and business activities of State groups and corporations. Ministries and ministerial-level agencies urgently complete the Decree defining the functions, tasks and organizational structure to submit to the Government for promulgation.

The Ministry of Finance strengthen financial and State budget disciplines; direct to carry out good management of State budget revenues and expenditures, fight against price transfer and tax evasion, ensure public debt and financial safety. Implement restructure of the State budget in the spirit of the Politburo's Resolution No. 07-NQ/TW.

The Ministry of Industry and Trade reviews and has a key solution to remove difficulties and promote production and business in the industrial sector, especially the processing, manufacturing and mining industries. Direct the implementation of oil and gas exploitation in 2017 in accordance with market developments. Urgently submit to the Prime Minister for approval mechanisms, policies and prices of solar and wind power (adjusted). Focus on supporting enterprises to expand export markets. Be active in the implementation of demanding stimulating activities, developing the retail trade system, and expanding the market of goods consumption in the country.

Closely monitor the movement of cattle and poultry across borders

The Government requests the Ministries of Finance, Home Affairs, Education and Training, Health and related ministries and sectors to urgently complete the evaluation report and propose measures to create a breakthrough in the field of socialization and public service. Firmly implement the full autonomy roadmap for public units, link autonomy with the adjustment of public service prices.

The Ministry of Agriculture and Rural Development regularly monitor and update the weather and avian influenza A/H7N9, timely inform and promulgate for the people to respond actively and take preventive measures. Direct to coordinate with functional forces to closely monitor the movement of cattle and poultry across borders. Urgently implement the Prime Minister's directions at the conference on development of Vietnam's shrimp industry and the guiding documents of the Government and the Prime Minister on the development of hi-tech agricultural applications. Chair and collaborate with related ministries, branches and localities to prepare to organize the Rice Conference in the Mekong River delta. Promote the implementation of the national target program on building new-style rural areas, striving for 30% of communes meeting the new-style rural standards in 2017.

The Ministry of Health takes proactively the initiative in implementing prevention and control of epidemics, especially H7N9. Urgently study and build a scheme to submit to the 6th plenum of the Central Committee on the protection and care of people's health and the improvement of population quality. Implement measures to ensure food hygiene and safety, especially in food production and processing and tourist business establishments. The Ministry of Health and the Social Insurance of Vietnam strictly implement the guidelines of the Government and the Prime Minister on drug management and bidding, and continue to reduce the prices of medicines (including brand-name drugs).

Spend at least 100 trillion vnd on loans for hi-tech agricultural application.

To encourage the development of high-tech agriculture, create the attraction on mechanism and policies for social resources into hi-tech agriculture, contributing to the improvement of productivity, quality and efficiency of production. In order to restructure the agricultural sector, the Government requests the Ministry of Agriculture and Rural Development to urgently set up criteria for identifying high-tech agricultural programs, projects, lists and criteria for determining clean agriculture, issued before March 15, 2017.

The State Bank directs commercial banks, notably State-owned commercial banks, to spend at least 100 trillion vnd from banks' mobilized capital to implement agricultural lending programs for hi-tech agricultural fields, clean agriculture with the appropriate interest rate (lower than market interest rate); chair and collaborate with the Ministry of Agriculture and Rural Development in implementing this credit program.

The Ministry of Planning and Investment promptly submits to the Government for consideration and amendment of the Decree No. 210/2013/ND-CP on 19/12/2013 on policies to encourage enterprises to invest in agriculture and rural areas to attract investment in hi-tech agriculture in March 2017.

The Ministry of Natural Resources and Environment coordinates with the Ministry of Agriculture and Rural Development and the Ministry of Justice to review and propose amendments to the land policy, to facilitate the accumulation and concentration of land and large-scale agricultural production in the third quarter 2017; study the amendment of the regulations on the granting of land use right certificates, ownership of houses and assets attached to land, guidance on the certification of property ownership rights over agricultural land, including assets formed on the land of high-tech agricultural projects, creating the most favorable conditions for enterprises to carry out procedures for registration of bank loan secured transactions in March 2017.

The Ministry of Science and Technology chairs and coordinates with the Ministry of Agriculture and Rural Development in studying and proposing amendments and supplements to the provisions of law on hi-tech in accordance with practicality, features of the agricultural sector. The Ministry of Industry and Trade chairs and coordinates with the Ministry of Agriculture and Rural Development in promoting the expansion of the market; actively negotiate to remove trade barriers to promote the consumption of agricultural products; support in building Vietnam's agricultural product brand.
