Only 3.7% of public non-business units ensure self-funded operation

According to the Department of Public Expenditure under the Ministry of Finance, the reports from ministries, sectors and localities have shown that currently, the rate of self funded units is still low, accounting for 3.7% of total public non-business units in the country. The implementation of autonomous mechanism, self-responsibility of public non-business units is still slow and has no remarkable change. The separation between the state management function and the public service supply function is not specific and the efficiency is not unified.

Mr. Pham Van Truong, Director of the Department of Public Expenditure said that many documents on public non-business units (policies on price, public service fee such as tuition fee and hospital fee) as well as many standards on technical economic, sectoral standards are backwards, or have shortages, are lately issued, or not promptly supplemented and amended. In addition, the renovation of organizational structure of public non-business units is still low. The planning of the system of public non-business units is mainly implemented under administrative units and has not focused on planning in accordance with sector, field, regional characteristics and the actual requirements. The organizational structure of public non-business units is still cumbersome, decentralized and overlapped; the internal administration is weak and the service quality and efficiency is low.

Notably, the State budget expenditure for public non-business units is still large. Some units have losses, are negative and wasteful. The structure of the contingent of cadres and civil servants is not reasonable and not effective and labor productivity is low. The implementation of financial autonomous mechanism is still formalistic and lacks transparency; The transfer from fee into price and the roadmap for adjusting public service price has not been implemented in a timely fashion. The socialization of public service is still slow. The effectiveness and efficiency of the State management are still limited. The inspection, examination, audit, supervision and handling for violations in public non-business units’ operation still have shortcomings.

According to Mr. Truong, the basic cause of the above situation is mainly subjective reasons. The institutionalization of the Party's policies into the State policies and laws on public non-business units is still low, insufficient, ununified and not in line with the reality.

Many executive committees of the Party, leaders and heads of agencies, organizations and units are not fully aware, lack political determination and drastic and synchronous direction and organization in renovation, restructure and management of public non-business units’ staff; Do not take the initiative in transferring public non-business units into an operation under a financial autonomous mechanism. At the same time, the propaganda and dissemination of policies and laws are not regular; the thought of depending on the State in enjoying public services is still common.

In order to overcome shortcomings and limits arising after nearly 10 years of implementation of Decree 43/2006/ND-CP, 3 years of deployment of Decree 16/2015 / ND-CP, and step by step improvement of the institution, policies and laws on public service and the operational mechanism of public non-business units; The autonomous mechanism for public non-business units needs to be innovated .
