The Customs Department of China has been implementing comprehensive improvements as well as establishing higher standards regarding imported food supervision.
The legal framework for product supervision consists of strict measures in managing import and export of food products, as well as monitoring imports from enterprises specialized in foreign food products, according to regulations no 249 and 248 of the Chinese market.
The Ministry of Agriculture and Rural Development stated that they have been assisting businesses with troubleshooting, providing relevant documents on registrations with the Chinese Customs immediately after China announced the application of new protocols in controlling imported food products.
Mr. Tran Thanh Nam, Deputy Minister of the Agriculture and Rural Development, also stated that the Ministry is actively discussing with the General Department of Customs in China to quickly adapt to the new regulations.
From November 2021, the Ministry of Agriculture and Rural Development has been consulting agencies and businesses, in addition to conducting meetings with the Vietnamese Embassy in China to solve challenges. As of February 22, 2022, export codes were provided for 1,656 enterprises with 779 businesses operating in the seafood export sector, which allowed firms to carry out stable and uninterrupted export activities.
Export codes were also granted to 187 of 270 enterprises recommended by the Plant Protection Department with 11 businesses specialized in dairy products, directly under the supervision of the Department of Animal Health. Other codes were provided to self-registered organizations, businesses under the management of the Ministry of Industry & Trade and the Ministry of Health. However, due to the diversity of product groups, the Customs department of China only approved 70% of the proposed business, while others are still being processed.
The Ministry of Agriculture and Rural Development stated that the difficulties in applying for export codes are related to technical errors in the new online registration system of the General Customs Department of China such as slow access speed, Chinese language, interface errors.
In addition, the approval process from the Customs department of China often takes a long time as there is no deadline for issuing export codes to businesses.
As a result, the Ministry of Agriculture and Rural Development proposed the Prime Minister coordinate with the Ministry of Industry and Trade, the Ministry of Health and continue to discuss with the Chinese Customs Department to finalize the business registration process.

This includes overcoming technical issues registering on the Chinese Customs’ single window system; minimizing delays in updating export codes for plant-related products, and other relevant issues. The Ministry of Foreign Affairs and the Embassy of Vietnam in China will continue to resolve problems as well as finalize the process with the Chinese Customs department according to regulations no 248 and 249.
