Online public services: "Leverage" to control spending

The rumors are far away

As one of the units selected to pilot online public services, Hai Phong State Treasury has implemented a wide range of online public services to budget users and for investors open trading accounts at the State Treasury, with the goal of providing more and more online services.

According to Le Thanh Phuong, Director of Hai Phong State Treasury, the online public service has been successfully deployed and has breakthrough operational functionality. By early 2019, there were nearly 800 units using the registered budget to open an online public service account, of which nearly 500 units had successful transactions via online public services with more than 13.7 thousand payment records.

"According to the evaluation of the units using the budget, the transmission and receipt of vouchers on the online public service system at Hai Phong State Treasury always operates smoothly, ensuring safety and accuracy. Therefore, the interface to TABMIS system is quick, each service is regulated for details, specific, easy and convenient for participating units," said Mr. Le Thanh Phuong.

Together with Hai Phong State Treasury, Hung Yen State Treasury is also one of the highlights of online public service implementation. With the efforts and determination of the leadership of Hung Yen State Treasury, online public services have been deployed and expanded to almost all units (1,000 / 1,102 units) using the budget in the province, reaching 92% of the plan. Through online public services, Hung Yen State Treasury has handled over 13,000 records and vouchers to ensure safety, convenience, and maximum savings for budget users.

Mrs. Nguyen Thi Thanh Huong, Director of Hung Yen State Treasury, said that in order for online public services in Hung Yen State Treasury to expand like today, it is different from other units focusing on implementing agencies only. Together with the previous financial system, Hung Yen State Treasury mobilized and called for units from communes and ward levels to perform their payments (units with a lot of documents and vouchers and complicated payment amounts). With these units, right from the first days of implementing online public services, Hung Yen State Treasury always supported with "full capacity", appointing officers to be on duty 24/24 for units to use the bank. Difficult books can be solved right from the beginning.

"It was the first units that successfully used online public services to become an effective propaganda channel to other budget-using units. They just introduced it to other units, from which, apart from the units actively mobilized by us, there are also some units directly applying for services, The spread of the use of online public services in Hung Yen was due to certain steps from the first units and from the first days that Hung Yen State Treasury started to deploy this service," said Nguyen Thi Thanh Huong.

Utilities cannot be measured

In fact, in many state treasuries in provinces, since the implementation of online public services, the control of state budget spending, especially recurrent expenditures for budget-using units, has been implemented faster, more compactly and more effectively. Evidence is that in the final settlement days of the end of the year, it was rare for customers to wait at the State Treasury office.

According to Mrs. Le Thi Thuy Trang, Accountant of Chief of Do Son District Office (for customers using online public services at Do Son State Treasury, Hai Phong); compared to traditional methods, the utilities that the online public services offers are impossible to measure. This is a smart, convenient, smooth transmission application without any problems during deployment. Since then, it has reduced many jobs for accountants as well as payment, especially in the last days of the year.

"In the previous years, on the occasion of Tet holiday, regular accountants must be on duty at the State Treasury office to complete the cost estimate. At the end of the year and the New Year's calendar, we do not have holidays to complete the task, but since when using online public services, our accountants have a happy Tet holiday, with almost every file sent to the State Treasury having been resolved quickly on that day. Online public services have also saved a lot of time and effort by reducing accountants’ travel time," said Le Thi Thuy Trang.

Online public services not only helps the units using the budget, but also helps to reduce the load for the State Treasury itself in regular expenditure control. According to Mr. Vu Duc Trong, Director of Hai Duong State Treasury, since the beginning of online public service deployment, Hai Duong State Treasury has been very active and proactive in reporting to the People's Committee of province, working closely with departments and agencies; propagandizing, mobilizing and coordinating with units to use the budget for these units to participate in online public services of the State Treasury. By 5/2018, it was officially implemented with the following contents: Register to use additional accounts at the State Treasury and change the seal and signature samples; Declaring and receiving payment control documents; Register to withdraw cash with the State Treasury.

"Since using the service, a budget-using unit does not have to bring documents and vouchers directly to the State Treasury where the transaction is made, these documents and vouchers are sent via the public service system. The State Treasury's route for receiving feedback and results, is via public services and email. In the process of favorable basic implementation, daily vouchers are paid via the system, accountants do not have to deal directly with Department of expenditure control,“ Mr. Vu Duc Trong shared.

Commenting on the online public service of Hung Yen State Treasury, Mr. Nguyen Van Phong, Chairman of Hung Yen People's Committee said that, thanks to the use of online public services, the quality of activities of Hung Yen State Treasury is expressed in reality when the budget expenditures controlled by the State Treasury in the province are ensured with the right regime every year, because there are no cases of accounting or spending wrongly according to the prescribed regime belonging to the responsibility of the treasury. In particular, Hung Yen State Treasury always promptly detects problems in managing the budget, actively cooperating with relevant units to find solutions to advise and report in time to the provincial People's Committee to plan to resolve.

On the basis of the objectives of the State Treasury development strategy by 2020, the establishment of the Electronic State Treasury on the basis of modern information technology, online public services has contributed significantly to the entire State Treasury system to implement this strategy. In the coming time, with the suggestions and work done and learned experience, online public services are expected to be increasingly improved, helping to gradually reduce unnecessary steps and procedures, proceeding to daily implementation. This is faster and more convenient for both units using the state budget and the control staff of the State Treasury.

After 1 year of deploying the scheme nationwide (from October 1, 2017), the State Treasury organized a survey and evaluation delegation at a number of provincial and municipal State Treasuries. Based on the survey results, the State Treasury has urgently researched and revised the business process in order to improve processing efficiency and shorten implementation time. Up to now, there has been a process of professional revision to unify the control of state budget spending at the State Treasury at district level, no organization of rooms. For the professional process of unifying the control of the state budget expenditure at the provincial State Treasury, the State Treasury developed a plan, organized seminars and consulted twice, and widely, in relation to the system. On that basis, the plan has been completed in the direction of reducing the number of steps to implement, and strengthening decentralization to improve the operational efficiency of the State Treasury at all levels. To date, the State Treasury is submitting to the Ministry of Finance for approval to implement the plan, expected to start from June 2019.
