Ministry of Finance "urges" ministries to implement the National Single Window mechanism

VCN- The Minister of Finance has signed a series of documents proposing ministries and sectors: the Agriculture and Rural Development; the Ministry of Health; the Ministry of Industry and Trade; the Ministry of Transport; the Minsitry of Natural Resources and Environment; and the Vietnam Chamber of Commerce and Industry to accelerate the implementation of the National Single Window, the ASEAN Single Window and specialized inspections.

In order to complete the plan for the implementation of the National Single Window mechanism of the ministries approved in the Prime Minister's Decision 2185 / QD-TTg, the Ministry of Finance has requested the ministries to direct the professional units under the ministry to coordinate with the General Department of Vietnam Customs - the Standing Committee of the National Steering Committee for ASEAN Single Window, the National Single Window and Trade Facilitation (referred to as the National Steering Committee) to early accomplish these tasks.

Extending the administrative procedures that have been implemented in the previous stage nationwide for all enterprises operating in the areas under the specialized management scope of the ministries.

Designating professional and technical clues to coordinate with the standing body in timely solving and dealing with problems for enterprises in the process of implementing administrative procedures on the National Portal of Single Window.

The Ministry of Finance has also requested ministries to propose amendments, additions or build new legal bases related to the administrative procedures that are expected to be implemented through the National Single Window mechanism to implement 6 administrative procedures registered in 2017.

Consolidating the procedures with the Standing Committee of the National Steering Committee and coordinate with the standing body for software development; test; and training for civil servants and enterprises.

In addition, for each Ministry, the Ministry of Finance has also specifically proposed the content to implement.

Accordingly, the Ministry of Finance has requested the Ministry of Industry and Trade to inform the National Steering Committee about administrative procedures which are not in line with the plan in Decision 2185 / QD-TTg because of changes under new legal documents as a basis for reporting to the Prime Minister on the adjustment of the plan.

The Ministry of Industry and Trade has researched and developed all forms of preferential C / O issued the ministries on the National Portal of Single Window in the form of electronic C / O.

Researching and supplementing the procedures for the issuance of quality certificates of imported goods subject to the specialized management of the Ministry of Industry and Trade in the plan in the last 6 months to start early deployment in late 2017 and early 2018.

As for the Ministry of Agriculture and Rural Development, the Ministry of Finance has proposed to focus on preparing necessary conditions for implementation of 25 new administrative procedures implemented in 5 units under the Ministry of Agriculture and Rural Development, including Animal Department, Plant Protection Department, Department of Crop Production and Fisheries Directorate.

As for the VCCI, the Ministry of Finance has proposed to issue an Action Plan to early implement the National Single Window as required by the Chairperson of the National Steering Committee. VCCI will officially begin formalities for issuing C / O Form B to ASEAN on the National Single Window.

Continuing to review and propose amendments, supplements or new legal bases related to the implementation of the remaining procedures, including issue of certificates of non-preferential goods through the National Single Window.

Along with the proposal of ministries to speed up the implementation of the National Single Window mechanism, the Ministry of Finance has also proposed a number of contents related to improving the efficiency of management and inspections of imported-exported goods.
