Budget revenue declines but still ensures the estimated schedule
Speaking at the bridge point of the General Department of Taxation, Mr Mai Xuan Thanh, acting director of the General Department of Taxation, said that the state budget revenue in April 2023 reached VND 136,191 billion, equaling 9.9% of the estimate, equaling 82.3% over the same period. The budget collection progress in the first 4 months of the year still ensures the estimated schedule. As a result, accumulated revenue in four months (from the beginning of the year to the end of May 5, 2023) managed by tax authorities reached VND 578,035 billion, equaling 42.1% of the ordinance estimate, equaling 100.7% over the same period.
However, according to the leader of the General Department of Taxation, the progress of state budget collection over the months has decreased, although the situation of revenue collection over the months has not reached an alarming level. If excluding the revenue generated quarterly, collected according to the final settlement, the sudden arising revenue shows that the progress of state budget revenues arising when declaring and submitting monthly has shown signs of rapid decrease month by month.
Cumulative domestic revenue in the first four months of 2023 was only 88.7% over the same period, and most fields, revenues and taxes all decreased. Specifically, revenue from real estate, real estate, and securities dropped sharply, evident in several revenues such as Personal income tax from real estate transfer was only 41.9% over the same period last year; Personal income tax from securities transfer is only 50% of the same period; Real estate registration fee is only 51.8% over the same period. Besides, the value-added tax is only 91.3% over the same period, showing that consumer demand shows signs of decline; the special consumption tax is only 91% over the same period.
Acting Director General Mai Xuan Thanh added that being well aware of the difficult situation of the economy and the implementation of the state budget collection task in 2023, the General Department of Taxation recently held a global online conference. National Tax Departments with local Tax Departments to discuss solutions to strengthen the management of state budget revenue, striving to complete the task of state budget collection in 2023.
According to a report from the General Department of Customs, the Director General of the General Department of Customs Nguyen Van Can said that in April and the first 4 months of the year, the State budget revenue of the Customs sector decreased by 16% compared to the same period in 2022, in line with import and export turnover. As a result, some imported goods decreased, such as machinery, equipment, investment projects, and consumer goods.
Regarding anti-smuggling, from the beginning of the year until now, the situation of smuggling and trade fraud has been complicated. Therefore, the General Department of Customs continues to direct the units and Customs Departments of the province drastically. The city has stepped up measures to combat smuggling, commercial fraud and counterfeit goods on border routes, airports, border areas and inland areas. Customs forces, in collaboration with the Police, have arrested many drug cases at all lines.
In addition, the General Department of Customs has concretized and implemented key work plans and programs in each locality to warn and guide localities on anti-smuggling control in the area; regularly update warning information about new drugs, new methods, tricks and trends of smuggling and drug crimes. At the same time, the Customs sector has strengthened the development of plans and plans to verify, fight and effectively prevent cases of smuggling, commercial fraud and complex and outstanding counterfeit goods; clearly define the leading and coordinating role of branches, functional forces and localities in the fight against smuggling, commercial fraud and counterfeit goods in all lines, customs management areas.
Enhance the responsibility of state management in the fields
Speaking at the conference, Deputy Minister Cao Anh Tuan said that in April 2023, the socio-economic situation was difficult, directly affecting businesses and, at the same time affecting state budget revenue.
Deputy Minister Cao Anh Tuan suggested that the General Department of Taxation take the lead with the units to report on the health situation of enterprises; From now until the end of the year, it is necessary to keep a close eye on the health situation of enterprises to grasp the difficulties to remove them promptly.

Speaking after the briefing, Deputy Minister of Finance Nguyen Duc Chi emphasized that the macroeconomic situation in the first months of the year has not improved; state budget revenue in the first half of April was higher than in the same period, but the after April up to now, lower than the same period last year. Moreover, state budget expenditure in recurrent expenditure and investment expenditure are both low, which shows that the economy's ability to "absorb" capital is still difficult.
The Deputy Minister also gave specific instructions on key tasks for the units in May and the following months. Accordingly, directing the General Department of Taxation, Deputy Minister Nguyen Duc Chi requested the unit to focus on collecting correctly and fully; strengthen inspection and examination to detect and prevent fraud and tax evasion promptly.
At the same time, promoting further research on ways to control risks and prevent violations in the implementation of e-invoices and anti-fraud of e-invoices; will soon complete the dossier to submit to the competent authorities on the plan to apply the global minimum tax.
Directing the General Department of Customs, the Deputy Minister requested the Customs sector to uphold the role of management in the fight against smuggling and commercial fraud, continue to do well the work of force building, strictly maintain disciplines and regulations in the performance of official duties; strictly handle cases of violation of customs law.
In particular, Deputy Minister Nguyen Duc Chi noted that units in the sector should strengthen inspection and examination and improve state management responsibilities in the fields under their management, especially in the insurance market, corporate bonds, accounting and auditing, valuation, etc.
Deputy Minister Nguyen Duc Chi also suggested that the units carefully review and prepare projects to be submitted to the National Assembly at the upcoming 5th session of the 15th National Assembly.
