Ministries review fees for specialized inspection of imported and exported goods

According to Mr. Liem, the Ministry of Finance was directed by Deputy Prime Minister Vuong Dinh Hue to urgently amend regulations on fees for specialized inspections, and electronic the specialized inspection procedures in accordance with the Government’s Resolution No. 19.

Accordingly, on August 14, 2017, the Ministry of Finance issued an Official Letter sending to Ministry of Industry and Trade, Ministry of Science and Technology, Ministry of Health, Ministry of Agriculture and Rural Development and etc to request ministries to review and propose to amend the fees for specialized inspections related to services and arrears under their management, ensuring the transparency on fee calculation and fee payer, and report to the Ministry of Finance for studying and remanding the Circular on fees collection under its competency (if any).

Regarding fees for specialized inspections, Mr. Bui Sy Doanh, Deputy Director of Plan Protection Department of the Ministry of Agricultural and Rural Development said that the Ministry has not collected a fee for specialized inspections of imported goods. It only has examined dossier of the importing country since January 1, 2017,

“We base on Circular12/2015/TT-BNNPTNT of the Ministry of Agricultural and Rural Development and have 2 inspection methods: normal inspection and strict inspection. We only strictly inspect if we detect 3 shipments of violation within 6 months, we will take the sample for the test. It is free for taking a sample. Only violated business must be paid fee for taking a sample. The expenditure for taking sample and test is deducted from State budget” Mr. Doanh said.

According to Mr. Doanh, the Ministry of Agricultural and Rural Development will continue to amend Circular12/2015/TT-BNNPTNT to shorten inspection process for business. “We will check under each chain. For example, in the coming time, Vietnam will import an apple from Italy and France, we will check the growing zone and confirm that the zone is permitted to import or not; if the processes of these countries are strictly implemented, we will permit to import. Therefore, although reducing inspection procedures, the management is still closely supervised”-Mr. Doanh emphasized.

Mr. Nguyen Bui Phuong, Food Safety Department, Ministry of Health said that the current fee collection for confirmation of imported food shipment under Circular 279/2016/TT-BTC of the Ministry of Finance (1.6 million VND per shipment) is reasonable. Currently, the Ministry of Health and the Ministry of Industry and Trade have applied the fee collection in accordance with this Circular.

From the previous times to December 2015, a shipment must be inspected 5 times by the Ministry of Health for approval. Currently, the Ministry has implemented under Circular 52/2015 TT-BYT reducing to 3 inspection methods. “We reduce inspection content and mainly inspect by the sensory method. During the inspection, if detecting risk, the inspection agency has the power to verify for assessment of the shipment. If a shipment with the same origin is inspected 3 times and approved, it only has to be examined the dossier. Thereby, reducing the cost for business”. Mr. said.

Mr. Vu Khac Liem requested ministries urgently review and study the rate of fee for specialized inspections with the spirit of synchronously reducing administrative procedures and cost for business.

“The ministries will study about the reasonable fee rate. If we only examine dossier whether or not collect the fee? If we inspect by the sensory method, what is the reasonable fee rate? Ministry will propose fee rates and the Ministry of Finance will summarize and report the Government in October 2017”- Mr. Liem added.
