Minister assigned the Tax sector to exceed at least 6% of the revenue target

The revenue is good in both speed and progress
Deputy General Director of the General Department of Taxation Phi Van Tuan reported that by the end of the first quarter of 2019, the total tax revenue was VND 305,610 billion, accounting for 26.2% of the estimate, rising by 15.1% over the same period of 2018. Of which, crude oil revenue was VND 13,591 billion and domestic revenuewas VND 292,019 billion.
This revenue is quite good in both progress and speed compared to some recent years. In the first 3 months of the year, many big revenues of the whole sector achieved goods results. Specifically, revenue from production and business reached 25.2%; personal income tax reached 30%; registration fees reached 26.8%; lottery reached 45.5%; land use fees reached 29.1% of the estimate.
In addition,there were 45 out of 63 localities with collection progress reaching over 25% of the estimate such asSocTrang; An Giang; Ben tre; BacNinh; Pacify; Dong Thap; BinhThuan; Ca Mau; Bac Lieu.
According to Tuan, to achieve the above results, the tax authorities at all levels have closely followed the direction of the National Assembly, the Government, the Ministry of Finance in drastically and effectively carrying out solutions to manage the revenue from the beginning of the year and throughout the first quarter of 2019.
The whole tax sector has focused on reviewing all revenues in each area according to each revenue and tax type so as to allocate estimates for high revenues from the beginning of the year with an increase of 7.9% compared to the ordinance estimate. Accordingly, each tax unit took the initiative and determined to collect tax from the start of the year.
Minister of Finance Dinh Tien Dung highly appreciated the achievements of the whole tax sector in the first three months. According to the Minister, the first quarter revenue was quite good, which will contribute to facilitating this year's budget revenue.
Striving to exceed at least 6% of the revenue target
In the second quarter, the Minister requested that the whole tax sector is not satisfied with the achievements but continues to drastically implement the collection solutions set out at the beginning of the year and strive to exceed at least 6% of the revenue task assigned by the National Assembly and the Government, making an important contribution to completing the socio-economic development plan for the 2016-2020 period.
At the Conference, Dung asked the whole Tax sector to promote propaganda and support on tax policies and tax administrative procedures at all stages, divisions and fields in many forms.This is an extremely important task.
The Minister requested Hanoi and Ho Chi Minh City Tax Departments and many other localities to further improve the quality of propaganda and support in a comprehensive way, in order to create the voluntary of taxpayers and prevent tax evasion.
The Ministerrequired the tax sector to further strengthen the inspection and anti-tax revenue loss and strive to the inspection target achieving 19% of the number of enterprises in operation. The inspection must be carried out regularly.
Notably, the Minister also requested the General Department of Taxation to continue followingand effectively implementing Directive 04 / CT-BTC on enhancing debt management and enforcing tax debts to reduce outstanding debts.
At the same time, the Tax sector also needs to monitor the tax declaration and payment of taxpayers; further strengthen modernization of tax administration, revenue management throughout the sector and enhance the monitoring of tax refunds.

In the second quarter, the tax sector must also pay attention to the task of building a national database on taxpayers; manage internal spending; manage staff; organize training courses to improve staff qualification towards professionalism; speed up the recruitment of civil servants to solve difficulties for localities lacking human resources;review and evaluate facilities to meet the actual needs of each location.
