"Finish" right from November

According to a report of the General Department of Taxation, up to the end of November, the tax branch collected state budget was VND 887.411 billion, equaling 91.6% of the estimate, up 14.4% over the same period (excluding revenue from sale of shares of the State in enterprises).

Over the past year, thanks to the close guidance of leaders from the General Department of Taxation, many localities have completed the task of collecting the whole year in November. In November, the total domestic revenue reached VND 2,004 billion, equal to 104.3% of the yearly estimate, and 120.8% over the same period. According to the Lang Son Taxation Department, in order to reach the 2017 target of budget revenue earlier than by one month, the unit has effectively implemented the budget collection solutions set out at the beginning of the year. Apart from the good implementation of communication; taxpayer support, debt management and tax debt enforcement, the inspection and examination of the observance of tax law and special tax collection was be carried out carefully.

Out of the units soon to exceed the estimate is Ha Nam Tax Department. According to the report, up to the end of November the provincial tax department has collected the budget of VND 4,646 billion. This figure is equal to 115% of the estimate assigned by the Ministry of Finance, equal to 112% of the estimated budget allocated by the PPC and up by 33% over the same period of 2016. According to the Ha Nam Taxation Department, the province has many advantages, so most of the targets earned by the Ha Nam Taxation Department were easily achieved and exceeded the estimate. 12 out of 14 targets achieved were higher when compared to the same period last year, including; income from land use fee reached 229%, income from foreign invested enterprises reached 135%, income from personal income reached 103%, income from non-agricultural land use tax reached 157%, income from environmental protection tax reached 144%, land rental, water surface reached 101%, collection of mining rights reached 128%, fee and fee income was 132%, and other revenues reached 134%.

Lao Cai Tax Department is also one of the units where budget collection is soon to be realized. According to unit’s statistics, by the end of November Lao Cai tax revenue reached over VND 4.281 billion,, accounting for 122% of the Ministry of Finance estimate, up 19% over the same period in 2016. Thus, Lao Cai Tax Department has officially reached the budget revenue task in 2017. However, this unit is still trying every day to complete the estimate from the Lao Cai Provincial People's Committee.

To enhance the Central budget collection

According to a report from the General Department of Taxation, up to 30th November, progress of Central budget revenue reached VND 389,652 billion, up 22.9% over the same period. With this progress, in order to ensure the completion of the revenue estimate for 2017, it means that in December the whole tax branch still has to collect VND 96,485 billion, 2.7 times higher than the average of the first 11 months (VND 35,423 billion).

At the Hanoi Taxation Office, in the past 11 months the total state budget revenue of the Hanoi Tax Department was VND 163,277 billion, equivalent to 87% of the draft ordinance, and up 16.6% over the same period (except for dividends and after-tax profit and excluding land use fees). According to Mai Son, deputy head of the Hanoi Tax Department, the task of budget collection late last month is difficult, but the Hanoi Department of Taxation aims to accomplish exceeding the tasks assigned for budget revenue.

"In order to achieve this objective, the Tax Department will carry out synchronous budget collection solutions, ensuring timely and sufficient collection and timely collection. The unit will also coordinate well with departments and local authorities in tax administration, urging outstanding debts, increasing revenue collection, and reducing state budget revenue", said Mai Son.

To strive to complete the central budget revenue task in 2017, the General Department of Taxation requires the Tax Departments to organize the implementation with the guidance of the General Department of Taxation and the solution to the central budget revenue collection task directed by the Ministry of Finance. The General Department of Taxation also requests the tax departments to review the state budget revenues and the 11-month Central Budget to adjust the central budget collection tasks in December 2014, in order to complete the assigned tasks.

Leaders of the General Department of Taxation also requested the tax departments to carry out a review of corporate income tax, special consumption tax and environmental protection tax, so as to be in line with the tax amount generated in December 2017. At the same time, specific lists should be drawn up for each enterprise; tasks assigned to leaders of tax departments, and management sections and individual experts to review and supervise the collection of taxes in December 2017 to ensure the completion of Central budget tasks.
