Many effective solutions to anti tax losses

The task of collecting state budget in 2017 was assigned by the Government and Ministry of Finance is quite heavy for the tax sector with the total estimated budget of 970 trillion VND. Along with that, the Government and the Prime Minister also required exceeding 14-16% of the estimates assigned.
About that request, right from the beginning of the year, the General Department of Taxation has directed the tax departments and branches to implement drastically and synchronously the solutions to collect properly and collectively to ensure the performance of budget obligations of enterprises wide nation in all sectors and industries.
By this time, after 8 months, the tax revenue of the sector reached 623,294 billion vnd, equal to 64.4% of the estimate, increased by 10.8% compared to the same period (excluding the revenue from the sale of state shares at enterprises). In which, revenue from crude oil reached 78.3% of the estimates; the domestic revenue reached 63.8% of the estimate. Revenues excluding land use fees are equal to 60.6% of the estimates.
According to Mr. Nguyen Dai Tri - Deputy General Director of Taxation, this is a good first step. However, in order to carry out the direction of the Prime Minister, besides drastically deploying solutions to collect correctly, fully, timely, taking the support of the authorities at all levels, the whole system also focuses on the implementation of tax procedures reform, the implementation of measures and programs for tax administration.
Mr. Tri takes an example, the tax branch has implemented the electronic tax registration declaration with nearly 100% of enterprises have done. In 2017, the tax authorities also deployed a very important professional work which is electronic tax refund. By the end of July 2017, as well as the pilot time, about 3,000 enterprises registered and implemented. From August 1, 2017, electronic tax refunds have been implemented nationwide with all businesses requesting tax refunds, mainly focusing on an export tax refund and investment tax refund.
In addition, the declaration and payment of personal taxes in electronic form, especially the transfer of house and land, registration of cars, motorbikes, land, and houses, have been implemented step by step, according to the roadmap.
In addition to these solutions, the tax sector is constantly reviewing procedures in the spirit of cutting procedures, facilitating businesses and taxpayers. This is a regular program of the General Department of Taxation.
In particular, in the spirit of not missing any revenue, from early 2017, the tax authorities have focused on reviewing a number of objects such as online business, restaurant - hotels business activities – these business activities have been investing a lot over the past few years. So far, many online businesses have begun voluntarily registering, declaring and paying taxes at the Hanoi Taxation Department, HCMC Tax Department and in the coming time, it will continue to deploy in other areas on a national scale.
The total tax increase through inspection and examination is 11,197.46 billion VND, equal to 138.84% compared to the same period in 2016. Of which: Inspectorate General Department of Taxation implemented and increased the revenue of 2,557 billion vnd; Debt Management Department of large enterprises implemented and increased 1,648 billion vnd. The total amount of tax paid to the state budget is 6,690.08 billion vnd, equivalent to 59.75% of the increased tax collected through examination and inspection, and equal to 175.39% compared to the same period in 2016.
Another important activity is tax debt management. With legal, proper procedures, the whole sector has been collected is 29.771 billion by July 31, 2017, reached 61.14% of the tax debt by December 31, 2016, an increase of 13.4% compared to the same period in 2016. In which, the debt collection was 21.494 trillion vnd, debt enforcement was 8.277 trillion vnd. A number of potential tax receivables has decreased by 3.2% compared to 2016. Total debt receivables are estimated at 5.1% of total domestic revenue and 3.9% of total state budget revenue.
"Within the scope of its management, the tax department has focused as much as possible to do well to ensure the principle of balance is that the business is to pay taxes in accordance with the law, regulation on the tax rate, time, bill. It is the content we have been trying to implement”, Mr. Tri affirmed.
