VCN- The General Department of Vietnam Customs has issued Decision No. 01/QD-TCHQ of 3rd January 2017 to publicize the list of decisions of the Director General on Customs procedures and regulations which have expired. This decision takes effect from the date of signing.

Accordingly, in the field of import and export duty, there were 3 expired regulations, namely: The regulation on determining Customs value in advance for imported and exported goods of 31st October 2013 (this regulation was defined in Article 7 of Circular 38/2015/TT-BTC); the regulation on the issue of Customs declaration of dutiable value for imports issued on 22nd December 2003 (this regulation has been replaced by Decision 30/2008/QD-TCHQ and is currently implemented as prescribed in Circular 39/2015/TT-BTC); and the regulation on collection, management, exploitation and use of information systems on dutiable value issued on 31st December 2003 (this regulation has been replaced by Decision 2344/QD-TCHQ issued on 7th August 2015).

In the field of Customs surveillance and management, there were 12 expired regulations, namely: Customs surveillance procedures for the collection of postal items outside Vietnam to be classified and forwarded abroad issued on 9th September 2014 (as defined in the Circular 49/2015/TT-BTC); Customs procedures for imported and exported goods not for commercial purposes issued on 28th December 2012 (as stipulated in the Decision 1966/QD-TCHQ of 10th July 2015); Customs procedures for inspections of imported and exported goods by using scanning container system issued on 28th December 2012 (as defined in Decision 2760/QD-TCHQ of 22nd September 2015);

Customs procedures for professional management and supervision of Customs for imported and exported goods, transportation, goods in transit, goods transferred from one border gate to another; business management and Customs supervision of goods processed for foreign traders issued on 25th October 2011 (as stipulated in the Decision 1966/QD-TCHQ of 10th July 2015); Customs procedures for inspections of imported and exported goods through air express routes issued on 13th April 2011 (as defined in Circular 191/2015/TT-BTC) ; Customs procedures for means of transport on exit, entry or transit through road borders and the inspection procedures for imported and exported goods at check points issued on 3rd October 2010 (as stipulated in Decision 2760/QD-TCHQ of 22nd September 2015); and Customs procedures for management of imported raw materials and supplies to produce exported goods and Customs procedures for imported and exported goods on site issued on 25th May 2006 (as defined in Decision 1966/QD-TCHQ of 10th July 2015).

In the field of Customs inspections, there were 2 expired regulations, namely: management and operations of software programs, searching and analysis of statistical information, classification of imported and exported goods in the field of Customs; and regulations on coordination between the Departments in the Customs classification of imported and exported goods.
