Management and use of public property achieves positive results

Rearranging and handling 1,503 houses and land establishments

First of all, it must be mentioned about the management of public vehicles. In the past year, standards and norms for the use of cars were issued after a long period of review and took effect from February 25, 2020. With new regulations in the decree and the practical requirement to dispose of cars in the effective condition of the decree, all units from central to local level as well as state-owned enterprises have reviewed and determined clearly the number of cars serving the job titles and number of cars serving for general work of authorities, organisations and units under their management; review and determine the standards and norms for special-use cars.

According to Ta Thanh Tu - Deputy Director of Public Asset Management Department, the Ministry of Finance has worked with ministries, agencies and localities to promulgate a system of standards and norms for the use of specialised public property by ministries, industries and localities. Along with that, the Department of Public Asset Management reported to the Ministry of Finance to give comments for standards and norms for the use of special-use cars for nine ministries, sectors, central authorities and some localities; report to the Ministry of Finance for getting opinions on the scheme on using public assets for the purpose of joint ventures and association with seven ministries, sectors and central agencies.

For the rearrangement and handling of houses and land, in 2020, the Ministry of Finance sent a request to ministries, sectors and localities to rearrange and handle house and land establishments of enterprises in the list of privatisation; at the same time, working with ministries, sectors and localities in reorganisation and handling of houses and land managed by authorities, organisations, units and enterprises. In 2020, the Ministry of Finance approved a new plan for rearranging and handling 1,503 houses and land establishments; approved to adjust plans for 149 housing and land establishments of ministries and central agencies, bringing the total number of establishments approved by the Ministry of Finance for reorganising and handling 28,182 houses, land of ministries and of central agencies.

Regarding rearranging and handling offices of ministries and central agencies in Hanoi, after relocating to the new office, the department has reported to the Ministry to issue document to request 14 ministries and central agencies to report on the list of housing land establishment currently used as offices of the ministries and central agencies in Hanoi and proposed a treatment plan after relocation to new headquarters.

Urgently decentralise public property management

To further improve the efficiency of management and use of public property, the completion of mechanisms and policies will continue to be implemented in 2021. The Ministry of Finance is working with the Government Office to submit to the Prime Minister for signing and issuing a decree amending and supplementing the Government's Decree No. 167/2017/ND-CP dated December 31, 2017, providing for the rearrangement and handling of public property; a decree provided for the management and use of state-owned houses and land in service of the State's external activities; and a decree of the Government regulating the management, use and exploitation of clean water supply works for residential areas.

Ministries, sectors and localities should urgently issue regulations on the decentralisation of public property management; decentralised authority to promulgate standards and norms for special-use public property (area of ​​non-business works of non-business establishments, special-use cars, specialised machinery and equipment under their management); decentralising the authority to decide for establishment and authority to approve solutions of handling property which are determined for the entire people's ownership in accordance with regulations; direct the formulation and the timely promulgation of standards and norms for the use of special-use public assets in accordance with their competence as a basis for assignment and investment in the construction, procurement, management, use and handling of public property at agencies, organisations or units under their management.

In the case that ministries, central agencies or localities have issued standards and norms for the use of auxiliary areas for specific tasks of ministries or central agencies; standards and norms for the use of special-use machinery and equipment in accordance with the provisions of Government Decree No. 152/2017/ND-CP, Decision No. 50/2017/QD-TTg of the Prime Minister need to be reviewed and ensure compliance with regulations, at the same time, send it to the State Treasury and competent authorities as the basis for expenditure control.

Concentrating on improving the efficiency of management, exploitation and use of public property; increase mobilisation and effective use of financial resources from public property in accordance with the law; determining the value of land use rights in the property value of agencies, organisations or units; managing, using and handling assigned public property in accordance with the provisions of law, openly and transparently; strictly implement posting of bidding information, auction, and price listing when purchasing, renting or using public assets for lease, joint venture, association, sale, or transfer of public property, leasing the right to exploit and transfer for a definite time of the right of exploiting the infrastructure in accordance with the law.
