Amid the complex developments and risks of Covid-19, how has the tax department changed in the support method to help taxpayers fulfill tax obligations in a timely fashion and ensuredisease prevention?

Every year, to instruct taxpayers to implement tax finalisation, the entire tax sector has synchronously implemented propaganda to support taxpayers. Tax departments have actively propagated and supported taxpayers about thefinalisation of Corporate Income and Personal Income Taxes in 2020.

This year, the General Department of Taxation will organise online support programmes on tax finalisation2020 on its portal (address: www.gdt. gov.vn).

At these online support sessions, taxpayers can pose questions related to personal income tax and corporate income tax. The problems and questions will be answered directly via the portal by tax officials under specialized units of the General Department of Taxation.

The online support sessions on personal income tax finalization are expected to be held at 13h 30 to 17h on March 9 and 16. The online support sessions on corporate income tax finalization are expected to be held at 13h 30 to 17h on March 11 and 18.

We hope these online support sessions will answer taxpayers’ questions related to personal income tax and corporate income tax. Moreover, the online support not only facilitates taxpayers, but also helps limit the concentration of people in one place at one time. Besides, it also saves time and costs for taxpayers.

The General Department of Taxation is promoting the provision of electronic transaction accounts in the tax field for individuals. Could you please talk about this issue?

Regarding the deployment of e-tax payment services for individual taxpayers, from 2017, the General Department of Taxation has issued guiding documents. However, only 205,459 electronic accounts have registered for electronic transactions, accounting for very little compared to the total number of individual taxpayers with tax codes.

To expand e-tax declaration and payment services for individual taxpayers nationwide and tofacilitate taxpayers to conduct e- transactions with tax authorities and create favourable conditions for taxpayers in making personal income tax finalization in 2020, the General Department of Taxation has just sent a written request to the Directors of provincial and municipal Tax Departments to direct tax branches to grant e-transaction accounts to individual taxpayers.

When individual taxpayers are issued e-transaction accounts, they can declare and submit personal income tax finalisation dossiers on e-tax service and do not have to submit the dossiers at the tax authority as in previous years, reducing the congestion of paper dossier submissions at the tax authority.

The General Department of Taxation issued Official Letter No.377/TCT-DNNCN dated February 5, 2021 instructing taxpayers to register for e-transaction accounts with the tax authority. Taxpayers can download this official letter from the website of the General Department of Taxation to study and follow the instructions.

What recommendations do you make to help taxpayers to implement Tax finalisation2020 in a quick, simple and legal manner?

Taxpayers can declare and submit tax finalisation dossiers in the simplest and most effective manner. Firstly, if the taxpayer has not been issued an e-tax transaction account by the tax authority, theycan declare via the Tax Declaration Support application (http://thuedientu.gdt.gov.vn) and then submit the paper dossier by post

Second, if the taxpayer is issued an e-tax transaction account by the tax authority, theycan declare online at https://thuedientu.gdt.gov.vn, select section for individual modules; or declare via the Support Tax Declaration application. Then submit the electronic dossier without having to submit the paper document.

I also recommend that the units and taxpayers should proactively submit their personal income tax finalization dossier early and avoid submission at the last days of the deadline because the network may have errors and be late.
