Information through electronic form

According to Dien Bien Taxation Department, in 2019’s tax finalization period, there will be about 1,800 institutional and individual taxpayers applying tax finalization procedures in the province.

Deputy Director of Dien Bien Taxation Department of Taxation Bui Manh Chuyen said that to propagate and support institutional and individual taxpayers in the province to make 2019’s tax finalization, from the end of 2019 and by the beginning of 2020, Dien Bien Taxation Department has directed specialized units to carry out the promotion and wide propagation in many forms. In particular, the Dien Bien Taxation Department has paid great attention to electronic and telephone propagation in order to support institutional and individual taxpayers to understand regulations on tax finalization obligations.

However, according to Mr. Bui Manh Chuyen, because the time of the 2019’s tax finalization falls in the context that the country is seriously affected by the Covid-19 epidemic, so the director of Dien Bien Tax Department directed propagation and support mainly through electronic forms rather than organizing direct training conferences as before.

Similarly, at Hai Phong Department of Taxation, if in the past the Department supported taxpayers with tax finalization in various forms, such as organizing training conferences on tax policies, arranging civil servants to receive records, publicizing tax finalization procedures at the signboards located in the head office, this year such training conferences are not organized due to the Covid-19 epidemic.

According to Deputy Director of Hai Phong Tax Department Nguyen Huy Nhut, instead, the unit has actively compiled documents to send to businesses and taxpayers. At the same time, it has also guided the usethe software of tax finalization support so that taxpayers can understand and use it easily and conveniently, saving time and human resources to focus on production and business. These documents are posted on the website and information kiosks to taxpayers.

“The Hai Phong Tax Department has also strengthened support for taxpayers and businesses with online software applications such as TeamViewer, zalo and mobiphone.”

Deadline for tax finalization

The online tax declaration and finalization has avoided a great deal of congestion compared to previous years (when electronic method was not yet applied). However, the psychology of businesses often leaves until the end of the deadline to submit a tax finalization report. Therefore, the tax authority recommends that businesses should proactively submit reports as soon as possible.

As regulated, businesses must submit a tax finalization report within 90 days from the end of the year, so businesses can submit the reports within 60 days and 70 days from the beginning of March to avoid congestion closer to the deadline.

Besides, ifinstitutional and individual taxpayers use digital signatures, they should also proactively declare and submit tax finalization reports as enterprises. For institutional and individual taxpayers that do not use digital signatures, individuals must make tax finalization directly with the tax office on barcode tax filling software, then export the file and send it to the e-tax system, and print a paper copy and send it to the tax office directly.

The tax authority also recommends that the taxpayer should send the paper to the tax office by express and should also submit it ahead of time, avoiding the deadline not to cause crowding and wait for submissionat the tax office.

At the same time, directing tax agencies at all levels to enhance the forms of support through the internet, by phone, or via email to reduce pressure that taxpayers and tax agencies will encounter during the peak period of tax finalization and limit the risk of the epidemic spread.
