Focusing on improving the investment and business environment, promoting economic growth; make more substantial changes in implementing strategic breakthroughs, restructure the economy in association with innovation of growth models; promote innovation, application of advanced science and technology and effectively utilize the fourth industrial revolution.

Attach importance to the development of health, education, training, culture and society, ensuring social security, improving the material and spiritual life of the people.

Strengthen resource management, environmental protection, disaster prevention and response to climate change. Promote administrative reform, judicial reform, streamlining the apparatus, streamlining payrolls; restructure the contingent of civil servants and officials, improve the effectiveness and efficiency of directing the administration and enforcement of law; drastically fighting against corruption, thrift practice and combat of waste. Consolidate national defense and security; ensuring social order and safety.

In order to successfully implement the tasks and objectives of the socio-economic development plan and the State budget estimate for 2019, the Government determined the motto of the year as "Discipline, integrity, action, creative, breakthrough and effective" with 4 focuses on operating direction:

First, improve the internal capacity, the resilience of the economy. Consolidating macroeconomic foundation; maintain with clear growth drivers; improve productivity, efficiency and competitiveness of the economy. To drastically implement strategic breakthroughs, restructure the economy, renew the growth model, improve the quality of growth; promote the application of science, technology, innovation, and start-ups; effectively promote the fourth industrial revolution.

Secondly, build a discipline, integrity, action, service, creating a favorable investment and business environment for businesses and people. Focus on completing institutions, improving the quality of construction and law enforcement. Tightening discipline, administrative and public discipline, creating motivation and pressure of responsibility for collectives, individuals, especially heads. Pay attention to administrative reform, building an e-Government in association with the organization of a streamlined, effective and efficient staffing apparatus. Innovating and enhancing the effectiveness of judicial activities.

Thirdly, comprehensively developing and harmonizing cultural and social fields, building Vietnamese people to meet the requirements of sustainable development of the country; promoting the patriotic emulation movement, celebrating the 50th anniversary of President Ho Chi Minh's will, constantly improving the lives of all people; strengthen resource management, environmental protection, disaster prevention, response to climate change. Consolidating national defense and security, firmly protecting the independence, sovereignty, unity and territorial integrity of the Fatherland; ensuring political security, social order and safety; promoting foreign affairs and international integration; Maintaining a peaceful and stable environment to develop and enhance the country's position in the international arena.

Fourthly, take the initiative and actively participate in preparing Party Congresses at all levels towards the XIII Congress of the Party. Focusing on summarizing and developing 10-year socio-economic development strategy in the period of 2021 – 2030 and 5-year socio-economic development plan in the period of 2021 - 2025.

8 groups of tasks and major solutions

1- Consolidate the macroeconomic foundation, control inflation, and ensure major balances of the economy;

2- Implement drastically strategic breakthroughs, restructure the economy, renovate the model, and improve the quality of growth;

3. To comprehensively develop and harmonize cultural and social domains, constantly improve the material and spiritual life of the people;

4. Promoting natural resources, enhancing environmental protection, preventing natural disasters, responding to climate change;

5. Enhancing and improving the effectiveness of citizens' inspection, examination and reception, settling complaints and denunciations; promote prevention and fight against corruption, practice thrift and combat waste;

6- Building a streamlined, effective and efficient apparatus; tightening discipline, discipline, building, perfecting laws, improving law enforcement effectiveness; build e-Government to serve people and businesses;

7. Strengthen national defense and security, improve the effectiveness of foreign affairs, international integration, and maintain a peaceful and stable environment for development;

8- Promote information and communication; strengthen coordination between the Government and agencies of the Party, State and unions.
