Hanoi: Drastically taking measures to reduce debts

Mr. Nguyen Van Suu, Member of Hanoi Municipal Party Standing Committee, Permanent Vice Chairman of Hanoi People’s Committee, said that

In the first 6 months of 2018, Hanoi has strictly implemented Government’s Resolution No. 01 / NQ-CP 2018 on major measures to carry out the socio-economic development plan and directed the fields of the Finance sector such as Taxation, Customs and Treasury.

As a result, in the first half of 2018, Hanoi collected VND 120,062 billion, gaining 50.4% of the estimate, up 19% over the same period. Domestic revenue of the Tax sector has significant growth with VND 111,200 billion, gaining 51.4% of the estimate, up 21.9% over the same period. Most of the revenues maintained growth over the same period last year with 10 revenues of significant growth, such as: land use fees, non-state taxes and revenues from central state enterprises

Regarding the budget expenditures, with the synchronous, active and drastic measures, in the first 6 months of the year, the budget has proactively and promptly ensured expenditures for levels and sectors for the implementation of the tasks of developing education, healthcare, culture and society, and ensuring the national defense and security in accordance with the assigned estimates and in line with the performance progress of the units. Total local budget expenditure in the first 6 months was estimated at VND 31,123 billion, gaining 32.7% of the year estimate and increasing 18.7% over the same period.

Hanoi has synchronously taken measures to manage the revenue, focused on reviewing objects and deploying electronic tax services. Along with that, actively taking measures to reduce outstanding debts such as publicizing enterprises with tax debts, as a result, the outstanding debt of the city has decreased 4.4%.

The city has strictly reviewed socio-economic tasks, accelerated the allocation of financial autonomy to public non-business units and promulgated specific implementation plans. Moreover, the City has strengthened social resources for development investment and for state the budget.

With determined efforts, in 2018, Hanoi will strive to reach and exceed the assigned plan. To this end, Hanoi City proposed the Ministry of Finance to continue the financial policies to support business enterprises, create a favourable business environment for enterprises. Along with that, Hanoi needs more guidance to public non-business units on the implementation of autonomy.

Ho Chi Minh City: Considering to assign more appropriate targets

Mr. Tran Vinh Tuyen, Vice Chairman of HCMC People's Committee said that

In the first half of 2018, the city collected VND 184,000 billion, VND 13,000 billion higher in absolute terms, but lower in percentage terms over the same period last year. This showed that the assigned budget revenue was high.

With high determination, HCMC has synchronously taken measures to manage state budget revenue. However, it is likely that the state budget revenue reaches only about 98% of the assigned target due to economic and political difficulties, affecting the development investment.

Ho Chi Minh City also suggested that next year, the Ministry of Finance should consider to assign more appropriate targets with the actual capacity. At the same time, there should be policies to support investors to feel assured for development.

Haiphong: Many units join the management of state budget revenue

Le Van Thanh, Chairman of Hai Phong People's Council said that

In the first six months of this year, Hai Phong's budget revenue reached VND 33,331 billion, equaling 95.5% of the same period last year. Of which, revenue from import-export duties was VND 20,109 billion and domestic revenue was VND 11,375 billion.

2018 is the fourth year that the city selects the theme of strengthening budgetary discipline and improving the business investment environment. The participation of sectors, units and competent agencies has removed difficulties and facilitated the stability of enterprises and development.

In addition, Hai Phong has strengthened the coordination with agencies of the Finance sector, competent forces in the management of state budget revenue as well as taken measures to prevent state revenue loss, to combat transfer pricing and tax evasion, and focused on reviewing to grasp the objects and revenues in the city to regularly inspect the tax accounting declaration of enterprises, organizations and individuals, thereby ensuring the correct and sufficient tax revenues in a timely fashion. Concurrently, taking measures to reduce outstanding tax debts and to enforce tax debtors delaying the debt payment.

Dak Nong: Reviewing payers in the province

Mr. Cao Huy, Vice Chairman of Dak Nong People's Committee, said that

In the first half of 2018, the socio-economic situation in the province was relatively favourable, the prices were stable and the revenue and expenditure norms met the estimate. In regard to the state revenue, in the six months, the total revenue was estimated at VND1,231 billion, accounting for 67% of the estimate assigned by central Government, 62% of the estimate assigned by the provincial People's Council, up 41% over the same period. The revenue in the province increased sharply. Some positive taxes gained significant results, such as with value added tax, corporate income tax, natural resources tax rose over 52% of the estimate. At the same time, the province’s budget expenditure was estimated at VND 2,882 billion, reaching 45% of the estimate and increasing 19% over the same period last year.

Notably, in the reorganization of public non-business units, 11 units ensured the financial autonomy for operation. Accordingly, reducing nearly VND 46 billion for State expenditure in 2018.
