Many policies are changes towards enterprises

At the Conference, Deputy Minister of Finance Vu Thi Mai shared that the Ministry has been deploying many tasks, including the task of institutional development and administrative reform, modernization to facilitate enterprises.

Regarding the institutional development, the Ministry of Finance has developed and submitted to the National Assembly for comments at the XIV National Assembly 6th Session the draft Law on Tax Administration (revised) and for consideration and approval at the XIV National Assembly 7th Session.

The Ministry of Finance has proposed the Government to promulgate Decrees in the finance, tax and customs with regulations in cutting administrative procedures and business conditions to facilitate enterprises. Especially, the Ministry has proposed the Government to promulgate Decree 151/2018/ND-CP dated November 7th, 2018, amending and supplementing 14 Decrees in finance, thereby cutting and simplifying 117 business conditions.

“The Ministry of Finance has issued a Circular guiding the tax and customs and has assigned the General Department and Taxation and General Department of Customs to review and develop specific action plans to reduce administrative procedures and time of tax payment and declaration for taxpayers,’’ Mrs. Mai shared. .

Mr. Cao Anh Tuan, Deputy Director General of Taxation said that over the past year, under the assignment and Ministry of Finance, the Taxation has taken the initiative in enhancing the tax administrative reform and facilitating taxpayers. Of 298 tax administrative procedures which have been standardized, 125 procedures have been carried out for the online public service at levels 3 and 4. The General Department of Taxation is continuing to review and simplify 30 procedures to further improve the number of administrative procedures and to meet the online public service at levels 3 and 4.

The Taxation has also expanded the e-tax declaration system. So far, 63/63 province and cities and 100% of Tax Branches have implemented e-tax declaration; the General Department of Taxation and 63 Tax Departments have collaborated with commercial banks to deploy the e-tax payment service. To date, the number of enterprises registering for using the service with the Tax authorities accounted for more than 98.1% of operating enterprises. The Taxation has expanded e-tax refund service at 63 provinces and cities, organized and supported enterprises to pilot the e-invoice with tax agency code in Hanoi and Ho Chi Minh City.

Regarding the Customs, Mr. Mai Xuan Thanh, Deputy Director General of Customs said that the Customs has reviewed, cut and simplified 233 customs procedures, continued to implement e-customs procedures. So far, the VNACCS/VCIS always operates stably and safely with the participation of more than 99.65% of enterprises at 100% of Customs units nationwide.

The General Department is deploying the e-tax payment and Customs clearance “24/7 Project” to supplement one more tax payment method for enterprises, accordingly taxpayers can pay tax anytime, at anywhere and by any means”. The system has been officially deployed from October 23rd, 2017, to date, there are 24 commercial banks joining the system.

Notably, implementing the Government’s Decree 36a/NQ-CP, from the beginning of 2017, the Online Public Service System of the Customs sector has been officially deployed on the Customs portal. Now, the number of administrative procedures which are provided by the online public service from level 3, is 173/183 (accounting for more than 94.5%) in which, 164 procedures are provided by the online public service at level 4

Proposals for further simplifying administrative procedures

Speaking at the conference, Mr. Hoang Quang Phong, Vice Chairman of VCCI said that the Ministry of Finance is recognized as the top unit in administrative reform and is in the top 3/19 ministries and ministerial level agencies on administrative reform index for past four years (2014-2017), and is the leading unit on Readiness Index for IT application for 6 consecutive years (from 2013-2018) ,

However, Mr. Phong assumed that in addition to important achievements, the Taxation and Customs still have shortcomings arising from reality, which requires the two sectors must collaborate and discuss together to find a solution. Thereby, he suggested that about the tax field, the business community wishes the Tax to continue simplifying tax administrative procedures, reducing the handling time of tax administrative procedures for enterprises with goods background of tax obligation. The Taxation also needs to enhance the IT application in receiving and handling tax administrative procedures.

About the Customs field, enterprises proposed the Customs authorities to further improve to better meet the current and future demand of enterprises. At the same time, the Customs needs to expand the subjects of authorized economic operators in low-risk fields; strengthen IT application in customs process. Besides, enterprises also expect the Customs sector to accelerate the connection of 143/196 registered administrative procedures and join and deploy the ASEAN Single Window in accordance with the commitments and roadmap of ASEAN countries.

The Dialogue Conference on tax and customs policies and procedures in 2018 was attended by 500 enterprises. Enterprises appreciated the efforts in the reform of the tax and customs system in order to create favourable conditions for the business community in the difficult context.

Closing the Conference, Mrs. Vu Thi Mai said that in the coming time, the Ministry of Finance will continue the administrative reform, including the tax and customs procedures, attach importance to the modernization of tax collection and create a fair and transparent business environment and facilitate the implementation of tax obligations for the State Budget.

Together with solutions of the Government, the Prime Minister, ministries, central and local department and agencies, the Ministry of Finance expects Vietnamese enterprises to be more active in taking advantage of opportunities to renovate and improve the competitiveness and development.

Mrs. Mai also recommended that enterprises must strictly comply with regulations on tax and customs, contributing to the general objective of the socio-economic development of the country in the current context of deep international integration with a lot of challenges.
