Law makers set to adopt resolutions on important issues

The first phase from May 20 to May 29 will see a series of online meetings held with the participation of NA deputies nationwide. Lawmakers will then meet in person to take part in the second phase which will run from June 8 to June 18.
The legislature is scheduled to adopt ten draft laws and five draft resolutions, in addition to offering opinions on six bills throughout the duration of the session.
Moreover, important socio-economic and budgetary issues will be decided upon by the legislature, including reports on novel coronavirus (COVID-19) prevention efforts, the virus’s impact on national socio-economic development, and solutions aimed at dealing with the disease and promoting greater socio-economic development.
NA deputies will also hold a review of the State budget statement from 2018, discuss any potential increases to charter capital at the Vietnam Bank for Agriculture and Rural Development from the State budget, and initiate a review of the implementation of NA Resolution No. 88/2014/QH13 which sets out to reform the curriculum taught in schools.
Members will also consider and approve resolutions regarding the National Target Programme on Socio-economic Development in Mountainous and Ethnic Minority Areas for the 2021 to 2030 Period. This will be held alongside a review of the exemption of agricultural land use taxes, the piloting of an urban government model in Da Nang, and a number of specific finance-budget mechanisms and policies that are suitable for Hanoi.
A report detailing the conversion of investment models for a range of sections with regard to the North-South Expressway are also set to be tabled for consideration.
In terms of supervision, the NA will conduct a thematic supervision of the implementation of policies and laws which set out to prevent and fight child abuse, along with voting to approve a resolution on this issue and another one about the NA’s supervision programme ahead in 2021.
Furthermore, the NA will also take steps to set up a national election council, consider and decide on personnel tasks, and consider and grant approval to resolutions on other important issues, including those related to the adoption of the EVFTA and EVIPA.
Most recently, the Government outlined two scenarios which could lead to economic growth for the nation, with the growth target of 6.8% and an inflation rate of 4% for 2020 both looking challenging to achieve.
In an appraisal report, the National Assembly Committee for Economic Affairs assessed that the impact of the COVID-19 has proven to be serious, with the first quarter of the year seeing GDP growth reach a mere 3.82%, the lowest level of growth for a decade.
According to the NA, the Government must swiftly move to re-evaluate the balance of the national economy and should submit the issue to the legislative body for consideration, whilst decisions to adjust targets such as growth, CPI, budget spending, revenue, and public debt, should be taken if necessary.
There will not be a series of Q&A sessions during this plenary session and the right to question NA deputies can still be exercised by sending documents to both ministers and cabinet members.
