Human resource development - The key to growth: Part 1: Finding human resources for production recovery after the pandemic

In the context of global competition along with the impact of the Covid-19 pandemic, human resources are considered one of the important factors to revive the economy.
Urgent mission
According to statistics of the Ministry of Labor, War Invalids and Social Affairs, in 2021, there have been two major labor migration waves that occurred due to fear of the Covid-19 pandemic.
About 2.2 million people have returned to their localities, causing a risk of labor shortage for the restoration and development of production and business in export processing zones, industrial zones (EPZs, IZs), and key economic areas of the country.
In the service and tourism sectors; when the pandemic subsides, the labor shortage is huge.
Pham Van Thuy, Deputy Director of the Vietnam National Administration of Tourism, said that after two years of the Covid-19 pandemic, the tourism industry has reopened with many great opportunities and challenges. One of them is the shortage of human resources. Currently, most of the human resources have changed to other aspects, when this industry is reopened, there are workers who voluntarily return, but also many workers do not because they have gained new jobs and higher income, so they do not want to return. Therefore, finding workers to meet the needs of enterprises' post-pandemic growth is an urgent requirement.
Pham Van Tuyen, Deputy Director of Binh Duong Department of Labour, War Invalids and Social Affairs, said that now businesses need to recruit about 40,000 people to compensate for the number of workers who have quit their jobs and meet the production requirements of signed new orders in the first quarter of 2022. In the whole of 2022, the province needs about 90,000 workers to meet production and business needs, including recruiting to replace retired staff.
Mr. Pham Thanh Truc, deputy head of the Management Board of EPZs and IZs in Ho Chi Minh City, said that since the 2022 Lunar New Year, many projects have been put into operation with a huge demand for labor. Enterprises in Ho Chi Minh City's EPZs and IZs have registered a recruitment demand of 51,000 workers in early 2022. In which, FDI enterprises need about 41,000 people and domestic enterprises about 10,000 people. Notably, the demand for skilled labor is about 12,300 people and for workers with university degrees or higher, about 3,400 people.
Difficult to look for workers
The recruitment demand is great, in reality, finding a source of labor, especially skilled workers, is not easy.
Pham Quang Anh, Director of Dony Garment Co., Ltd. said that by 2022, Dony had signed a series of export orders to Europe, the Middle East, the US and Japan, with a total value of about US$2 million, but so far the company does not have enough employees. Currently, Dony has only recruited about 70% of the labor demand although the remuneration is quite attractive.
According to Mr. Vu Quang Thanh, Deputy Director of the Hanoi Employment Service Center, the Center received a lot of orders and recruitment requests for high-quality human resource positions from businesses, but the supply is still quite limited, mainly from the number of employees who are enjoying unemployment insurance and looking for a job. According to the center's statistics, this reserve of labor currently meets the requirements, accounting for about 10-15%.
Nguyen Van Tai, director of VietSense Travel, said that after two years of being affected by the Covid-19 pandemic, the company only has about 30% of its core staff, so it needs to recruit more.
To prepare for the post-pandemic recovery plan, from the beginning of March, Image Travel & Events Company in Ho Chi Minh City is trying to post on many major forums, spending money to advertise for recruitment. However, this effort was not effective, the candidates they recruited are very few.
A representative of Saigon STEC Vietnam Co., Ltd. said that from the beginning of 2022, businesses have a need to recruit about 100 qualified and skilled workers. Despite offering very good remuneration policies with a salary of VND18-25 million/month, they still have not recruited the desired number of employees, even if they ask agencies to introduce jobs.
As a company specializing in manufacturing precision industrial products such as frames for famous brands of 2-wheelers and racing cars, Mr. Nguyen Van Tiep, Head of Planning Department of Dynamic Mechanics Co., Ltd. Global, said that the company is on a strong development trend, from the beginning of 2022 until now continuously recruiting engineers, skilled human resources but it cannot recruit enough to meet demand.
Specifically, this year, the company recruited nearly 30 engineers in the product development team, other skilled human resources were recruited, but the quantity is not enough.
The lack of human resources who are good engineers greatly affects the project progress, leading to slow delivery progress, and directly affecting the Company's revenue.
Nidec Vietnam Co., Ltd also posted 500 employees with many preferential policies. In addition to the basic salary, employees also receive allowances (travel, housing, attendance and child-rearing). In the recruitment notice, the company also commits to a 13-month salary bonus, giving Tet gifts, birthdays, marriages, organizing annual travel, organizing a shuttle bus back home during the Lunar New Year.
But, after nearly two months of posting recruitment information, the company has not yet recruited the necessary number of workers.
