How to manage diplomatic vehicles in custody for preservation?

Accordingly, based on the document of the General Department of Customs it is agreed to temporarily receive the vehicle to be kept in in good condition and the document for granting a permit of the shipper, in that, the content must have a term to keep the vehicle in good condition and have its specific location. Especially, the shipper doesn’t have the right to use the vehicle illegally and must comply with the decisions of the Customs agency including the re-export or handling of violations in accordance with Vietnam Law (if any).
Furthermore, the Customs Department in the province and city where the person who has benefit and exemption is managed, have to issue a temporary permit for preservation (using temporarily imported paper for vehicles along with the Circular 19/2014 / TT-BTC of the Ministry of Finance in 2014, specifying the temporary received paper has no value for registration). Moreover, ensuring the right order and stipulating the person who does the Customs declaration, is registered only when having a permit from Customs authorities. Additionally, the Customs Branch at the border gate will base on the temporary paper and related documents in order to settle the procedure for holding a vehicle in custody.
After the person is allowed to temporarily import the vehicle, the Customs Department in the province and city will grant a temporary import paper (with content of replacing the temporary receiving paper for preservation). Also, the Customs departments where doing import procedures have to require the declarants to perform declaring amended licenses on import declarations and implement import procedures as prescribed.
