Ho Chi Minh City: Many special treatment policies to attract talents

VCN - Over time, Ho Chi Minh City has many policies to attract and develop the team of experts and scientists to participate in key areas of the city. Recently, the People's Council of Ho Chi Minh City (HCMC) has also passed a resolution on mechanisms and policies for people with special talents.

Science and technology is one of the areas that HCM City focuses on attracting talents.

Rolling out the red carpet for best talents

According to the Resolution of the People's Council, it needs to attract talented people in the fields of basic scientific research; innovative research, high technology application; policy making and urban infrastructure construction; high quality public services.

About monthly salary, special talents are supported living expenses from 30 to 50 million vnd per person per month. This income level includes the monthly salary and allowances attached to the salary (if any) that the special talents enjoy as prescribed.

Each research subject or work of art, cultural, physical training and sport at the city level or higher (approved and recognized in print), people with special talents will be rewarded 1% of the total city budget paid for the project. The incentive value shall not be lower than 50 million VND/person/project and the maximum level shall be 1 billion VND/person/project.

People with special talents will also be provided with transportation facilities for their work. In case of housing difficulties, the City will support a maximum of 50% of the rent and not more than 7 million VND/ month. In addition, special talents with special contributions, achievements and awards can be rewarded up to 1 billion VND per person.

Previously, HCMC also implemented the Project on attracting and developing a team of experts, scientists for the City’s needs in the period 2018-2022. In which, it prioritizes on attracting experts, scientists with experience, reputation and ability in research, policy making consultancy, human resource training, to participate in key areas of the City, such as: IT, smart city construction, supporting industry development, transportation service, warehousing and port services, maritime logistics and logistics, hi-tech agriculture, biotechnology...

By this Project, as soon as the contract is signed, professors, doctors will be supported 100 million VND for job stability. The rest will be entitled for the support of 80 million VND. Especially, the highlight of this Scheme is that it clearly stipulates the allowance level, encouraging scientific and technological researches which experts, scientists enjoy after completing their tasks. Accordingly, for each approved project at city or provincial level that is passed by an official, they will be entitled to an allowance of 1% of the total City budget paying for a project. The total support is not less than 50 million VND/ person/project. The allowance is not lower than 30 million VND/person and the total amount of allowance for expert team does not exceed 1.5 billion VND.

Renew policy to retain talented people

However, according to some experts, policies to attract talents need to be innovative, avoiding the fact that after recruiting talented people for work, there is no opportunity to develop their capacity due to constraints from the mechanism, making talented people quit the job.

Taking the evidence from Ho Chi Minh City's rolling out a red carpet for attracting talents, the period 2014-2017 attracted 15 experts, scientists (including 5 foreign experts, 2 Vietnamese experts and 8 overseas Vietnamese), so far it has lost 5 people. Prof. Dr. Pham Van Bien, Ho Chi Minh City Association of Biology said that one of the biggest problems for the talented people who cannot develop in Vietnam is the condition and work environment.

At the same time, in many cases, the city invites experts and scientists working in universities in the area to work in the city’s units. In many cases, there is no special remuneration package, but they are very enthusiastic and make a large contribution to the city.

On the other hand, according to some experts, the treatment, salary, income... for talented people is necessary but does not decide everything. In order to attract, "retain", promote talented people, the important thing is spiritual factor, working environment, evaluation factors, promotion opportunities... Working environment includes working conditions (machinery laboratories, laboratories, etc.) and collectives, leaders who care, share, evaluate objectively, honestly.

Accordingly, with the plan to attract special talents, representatives of HCM City Department of Home Affairs said that the agency units of Ho Chi Minh City has proposed to attract 57 positions (the selection is 199 people) in the areas of science and technology, policy making and urban infrastructure construction, public services; culture, art, sports. In particular, the city attracted 28 staff positions; the rest is contracted.
