VCN- On the morning of 12 April 2018, the Standing Committee of National Assembly discussed the report on the results of thrift practice and anti-waste in 2017. Till now, there are 14 out of 34 ministries, 17 out of 63 localities, and 13 out of 23 State corporations not sending reports to the Ministry of Finance.

Dodge

On behalf of the Government, the Minister of Finance Dinh Tien Dung said that in 2017, many solutions on thrift practice and anti-waste have been implemented successfully in various fields. However, there are still problems and limitations, as some ministries, agencies and localities have not strictly implemented assessment and reporting in accordance with the provisions of the Law on thrift practice and anti-waste.

The leader of the Ministry of Finance pointed out of the shortcomings of many units, such as not reporting, delay in reporting or reporting not in accordance with requirements and regulations; no evaluation, analysis, data on thrift results, wastefulness and shortcomings and limitations in thrift practice and waste combat, or failing to report clearly on weak organizations and individuals committing acts of violation, causing waste, etc.

Looking at the list of Government statistics, as of 11 April 2018, the lead agency has not received reports from the Ministry of Public Security, the Ministry of Education and Training, the Office of the National Assembly, the People's Supreme Court, the Province of An Giang, Bac Kan, Bac Ninh, Binh Duong, Dien Bien, Kien Giang, Ninh Binh, Quang Ninh, Son La, Vinh Long and Yen Bai. Particularly, Ho Chi Minh City sent the wrong report of 2016.

Along with that, 13 out of 23 corporations and State corporations have not sent reports to the Ministry of Finance, including the Coal-Mineral Industries Group, the Oil and Gas Group, the Electricity Group, the Military Telecommunications Group, etc.

Moreover, some units have reported without thrift data, such as the Supreme People's Procuracy, the Office of the Government, Vietnam News Agency, Vietnam Academy of Science and Technology, Ho Chi Minh National Academy of Politics and Administration.

Request a review of the Head

Commenting on the review, Mr. Nguyen Duc Hai, Chairman of the Finance Committee, said that the Standing Committee agreed with the Government's assessment of the results achieved in thrift practice and anti-waste in 2017. With the efforts and determination of the whole political machine, these operations in 2017 achieved many positive results, showing in many fields.

However, it is a fact that the Government, other ministries and localities have slowed down the issue of thrift practice and anti-waste, leading to the lack of concrete bases for implementation in the first months of the year. Many ministries, branches, localities and units fail to send the contents of thrift practice and anti-waste to the Ministry of Finance for synthesis and monitoring. Thus, it is impossible for the Ministry of Finance to fully assess the situation of the implementation of the thrift practice and anti-waste, especially the violations.

"This situation shows the shortcomings of some ministries, branches, localities and units in complying with the Law on thrift practice and anti-waste, which is one of the causes leading to problems in anti-waste", Mr. Hai said.

Accordingly, the authority urges the Government to seriously review the ministries, branches, localities, units which are not sending the program, reporting the results of thrift practice and anti-waste.

Speaking at the meeting, Mr. Phung Quoc Hien, Deputy Chairman of the National Assembly asked for the report on the above-mentioned content which had been delayed by the National Assembly from the year-end meeting.

The Head of the People's Committee, Ms. Nguyen Thanh Hai also wondered: "The Government said that besides many units which have not sent reports, including reports of the Office of the Government on anti-waste, so what are the statistics of these reports?. She said that the Government's report was not complete and needed to be supplemented and re-submitted and sent back to the National Assembly Standing Committee before submitting to the National Assembly at its next meeting.

Mr. Tran Van Tuy said that due to unclear awareness of thrift practice and anti-waste, the report of the Government has not shown who should be responsible?

Upon opinions of the National Assembly Standing Committee, the Minister Dinh Tien Dung said that he would complete the report before submitting to the National Assembly. "Right today, we will submit to the Prime Minister a written request for review of the responsibility of the Head who has not reported on the program of action on thrift practice and anti-waste", the Minister of Finance said.

At the end of the discussion, Vice Chairman Phung Quoc Hien stressed that the Standing Committee of the National Assembly officially criticized the ministries, branches, localities and enterprises which have not reported on thrift practice and anti-waste and revised the data for 2017, not using the 2016 data for this report.
