HCM City: Urgently deploy solutions to raise revenue

Supporting enterprises affected by the pandemic

To support enterprises to overcome difficulties at the same time accomplish task of State revenue collection in 2020, the People’s Committee of HCM City requested authorities and units from now to the end of the year continue to drastically implement urgent solutions to support taxpayers affected by the Covid-19 pandemic.

Along with that, promoting administrative reform towards modernity, in accordance with actual conditions; strengthening the implementation of online public services at level 4 to support taxpayers.

Along with facilitating and supporting businesses, the Tax Department and Customs Department of HCM City are directed to strengthen management of revenue collection, combating revenue loss and price transfer; strictly manage tax refunds, handle and limit arising debts and work to recover tax arrears

In particular, checking all revenues generated in July and in the second quarter of enterprises ineligible to extend, exempt or reduce tax, fees and land tax to urge taxpayers to pay fully arising payable amounts into the State budget on time.

Continue to promptly and effectively deploy solutions to manage tax collection and tax debts collection to stop enterprises from taking advantage of tax support policies to evade taxes.

Conducting immediate inspection and examination for cases with signs of violation and high risks on tax; inspecting and checking dossier number, taxable price, tax policy and origin to fight smuggling, trade fraud, fraud of origin, illegal transshipment to determine correct and sufficient amount of payable tax; carefully checking tax debts, land rentals and land use levies for effective collection solutions; for cases still having problems, it should be reported and proposed to competent authorities for consideration and settlement soon.

Conducting land auctions and generating revenue

In parallel with the above solutions, the leaders of the People's Committee of HCM City requested units conduct real estate auctions to generate revenue to the city’s budget for real estate that has the decision to sell property on the land and transferring land use right towards the form of auction.

For land and housing approved on the policy of auction but the effective period has expired it should be checked land use planning, construction plannings that are approved by authorities, demand for using housing and land is ensured as prescribed norms to propose a plan to conduct houses and land auction, creating a source of revenue for the budget.

The Department of Natural Resources and Environment of HCM City needed to work with the HCM City Tax Department to complete relevant dossiers to deploy the collection of land rent and land use fees for the land that has been decided to allocate or lease land of the People's Committee of HCM City, but has not fulfilled financial obligations.

In the immediate future, the Land Fund Development Centre would urgently conduct auctions for four plots of land (3.5, 3.8, 3.9, 3.12) and 3,790 resettlement apartments in Thu Thiem New Urban Area to create a source of investment for the project.

At the same time, the People's Committee of HCM City requested units to continue implementing measures to save expenditures, cut 70% of costs relating to organising conference, go on business trips domestically and abroad and save another 10% of regular expenses in 2020 and restrict additional expenses outside the estimate.

The Department of Transport of HCM City and related units to complete the project "Collection of charges for the use of works, infrastructure, service works and public utilities in the area of ​​seaports in HCM City" to submit to the HCM City People's Council for approval at the meeting by the end of 2020.

The Enterprise Innovation Management Board has accelerated restructuring, equitisation, and divestment of State capital in enterprises managed by HCM City, striving to ensure revenues collected from shares and state capital divestment at the business in accordance with assigned estimates
