Hanoi Tax Department: Reduce branches, increase quality of taxpayers' service

Three new regional tax departments have been established, with changes in the structure of the apparatus and organization. How will thiscreate qualitative changes for the Hanoi Tax Department?

Over the years, the Taxation Department in general and the Hanoi Tax Department in particular has been in the process of modernization, improving the effectiveness and efficiency of tax administration in all aspects.

In addition to modernization and improving the application of information technology in management, it is also important to improve quality and streamline the apparatus under Resolution No.18-NQ-CP.

Recently, the Hanoi Tax Department has established three regional tax departments, including the Tax Department of Soc Son – Me Linh area, UngHoa – My Duc area Tax Department, and Tax Department of Thanh Oai area – ChuongMy. This is the result of improving the quality of tax reform.

In fact, due to the development of enterprises in the area and the reduction of staff of the apparatus, the Hanoi Tax Department has had to prepare the structure of the apparatus,procedures and application of information technology to serve enterprises and taxpayers. We determine that the streamlining apparatus is a change in quality and a focal point, but the quality of service must be better and better.

In the first steps of the merger, the tax departments will inevitably suffer from disturbances. So how has the Hanoi Tax Department prepared to limiteffects on taxpayers and businesses?

The primary objective of the tax department arrangement is to not affect the results of local budget revenue collection. Along with that, it is to always support taxpayers to implement tax law policies toachievegood result in business activities.

The Hanoi Tax Department, under phase 2, will arrange tax departments according to the plan of the General Department of Taxation. Therefore, the unit has prepared carefully and learned from experiences from a number of issues that occurred in other provinces and cities. The Hanoi Tax Department also established a Steering Committee until the tax department workseffectively.

For example, last weekend, the unit consolidated the data of the tax departments to deploy for the regional tax department. The volume of the town’s records compared to the districts of Hanoi is small, but compared to other provinces, it is very large with many businesses and high levels of complexity.

Predicting possible problems, the Tax Department has detailed issues related to databases, facilities, seals, or how to serve taxpayers. Despite thechanges, the systemwill not disturb orchange the quality of service, it will beeven better.

In the merger process, there are officials who will have to rotate roles. So, how did the Tax Department do ideological work so that unit officials could be assured of new tasks?

In preparation for the merger, the Hanoi Tax Department has stopped appointing heads from branch levels to teams. This is a favorable condition forthe merger.

Before the merger, at the Soc Son Tax Department and Thanh Oai Tax Department, two heads of departments have retired since2018 and we only assignedadeputy head in charge. When merging, we only had to resolve the rotation for the Head of the Ung Hoa Taxation Department to appoint the Director of the Dan Phuong Tax Department (which also stopped appointing the director of the Department from 2018). Thus, the appointment of the director is resolved.

Besides, the Hanoi Tax Department has also implemented the quantitative criteria guided by the General Department of Taxation with the remaining key officials. The Department of Taxation has organized many conferences to implement guidelines and ideological work, so theseofficials can be assured of their tasks.

Of course, the change will make some officials concerned, but after being shared, encouraging thoughts, they are also assured of their work.
