Hai Phong Customs stopped 130 containers of scrap import to Vietnam

According to the information source of Customs News, the implementation of measures to control and prevent scraps which do not meet import standards under the directives of the Government, the Ministry of Finance, the General Department of Vietnam Customs, Hai Phong Customs Department has promptly detected and prevented the scraps and wastes which fail to meet the import requirements as mentioned above.
In the implementation of directives of General Department of Vietnam Customs (according to Document No. 4202/TCHQ-PC dated 17/7/2018), Hai Phong Customs Department discovered 71 containers and 2 bulk carriers carrying scraps which did not meet the import requirements and requested the shipping company not to unload cargo to Hai Phong port and at the same time transport the cargo out of Vietnamese territory.
Then, from the implementation of Directive 27/CT-TTg (17/9/2018) of the Prime Minister, Hai Phong Customs Department continued proactively to implement professional measures in order to stop 58 scrap containers that did not meet the import conditions for unloading goods to Hai Phong port. At the same time requesting the shipping company to transport the non-conformity scrap for importing out of the territory of Vietnam.
According to Hai Phong Customs Department, the handling of backlogged goods in general and the implementation of Directive 27 was a big task.
For the problem of handling backlogged goods, Hai Phong Customs Department has been deploying for a long time, from the end of 2014. Therefore, the unit has a lot of experience and developed the management plan and strict control. However, due to fluctuating situation (import of scrap), the year of 2017 and the first 6 months of 2018 have had many complicated situations.
Regarding to Directive 27, soon after the Prime Minister issued and informed in the media, the unit timely grasped and actively carried out the related tasks.
Right in the morning of 18/9 (the Directive was issued in the afternoon of 17/9), the Director of Hai Phong Customs Department assigned the Customs Supervision and Management Division, the Customs Enforcement Team and related units to study and organize for deployment.
On 20/9, Hai Phong Customs Department conducted a meeting to organize the implementation of Directive 27 for the whole department, and on 21/9 issued a document to instruct the units.
Leaders of Hai Phong Customs Department confirmed that the unit has updated and timely implemented Directive 27, and that it has many advantages because some its contents have been directed by the Ministry of Finance and General Department of Vietnam Customs in some previous documents.
