Guidance for using Customs declaration for immigrants at Van Don Airport

At first, in order to facilitate the work of customs management for luggage and goods of immigrants at Van Don International Airport, General Department of Vietnam Customs agreed to let Quang Ninh Customs Department use customs declaration for immigrants at Van Don International Airport under the exploitation plan of international flights as stipulated in appendix 1 attached in Circular 120/2015/TT-BTC.
Regarding to this issue, previously, Quang Ninh Customs Department proposed to the General Department of Vietnam Customs for instruction. According to the provisions of Article 1 of Circular 120/2015/TT-BTC of the Ministry of Finance, "Customs declarations used for people on exit and entry of a country (called as customs declarations for short) are applied at the border gates in accordance with the List prescribed in Appendix 2 enclosed with this Circular; and complied with the Decision of the Minister of Finance stipulated in Clause 2, Article 12 of this Circular ... ".
However, in Appendix 2 issued with Circular 120, there are only 27 border gates which are allowed to use customs declarations for people on exit and entry of a country, in that it does not mention about Van Don international airport.
Accordingly, during the time waiting for the report of the Ministry of Finance supplementing Van Don international airport to the List of border gates applying customs declaration for people on exit and entry of a country issued together with Appendix 2 Circular 120/2015/TT-BTC of the Ministry of Finance, Quang Ninh Customs Department can use the customs declaration for immigrants as stipulated in Appendix 1 issued with Circular 120/2015/TT-BTC.
