At the same time, the units must promptly detect, strictly prevent and handle acts of harassment and trouble for people and enterprises in the performance of public duty; must strictly abide by the tax administration processes and actively implement tax administration reform.Accordingly, in Decision No. 1310 / QD-TCT promulgating the plan to implement Decision No. 1072 / Đ-BTC of the Minister of Finance and Directive No. 10 / CT-TTg of the Prime Minister, Director General of the General Department of Taxation requires tax officials to raise awareness and responsibility for the fight against corruption; improve the spirit of service, ethics and strengthen administrative discipline.
The General Department of Taxation requires the heads of units under and attached to the General Department of Taxation to proactively implement assigned tasks and solutions according to the plan attached to Decision No. 1310 in an effective manner. The heads shall be handled according to the law if they are irresponsible, so that officials and employees under their management conduct acts of harassment and trouble for people and enterprises.
The heads of tax units shall handle or propose to effectively handle and prevent harassment, trouble, and push responsibility in handling tasks; promptly and seriously comply with the Party's regulations and the State's laws against tax officials engaging in acts of corruption, covering corruption or hampering anti-corruption.
In particular, resolutely handle tax officials who are deliberately causing trouble and harassment to tax payers in the forms of suspension of work or inclusion of payroll streamlining.

The General Department of Taxation also requires amendments and supplements to legal mechanisms and policies under its management; and promptly overcoming loopholes that may cause trouble and harassment to people and businesses. Thereby, reviewing administrative procedures towards streamlining, eliminating unnecessary and cumbersome procedures to shorten the transaction time for taxpayers.
