GDVC guides customs procedures for goods in transit

VCN - The General Department of Vietnam Customs (GDVC) has just issued guidance on customs procedures for goods in transit transported from the import border gate (Moc Bai - Tay Ninh, Hoa Lu - Binh Phuoc) to Inland container deports (ICDs) in Phuoc Long port for changing of the mode of transportation then being transported to the ports of Cai Mep - Ba Ria - Vung Tau and vice versa.

For the transportation of goods in transit from the import border gate to the ICDs of Phuoc Long port for changing the mode of transport and then being transported to the ports of Cai Mep - Ba Ria Vung Tau, the General Department of Customs has given instructions as follows:

Route 1: From the import border gate to the ICDs at Phuoc Long port, the transport operators shall carry out customs procedures for the goods in transit under the transport contract signed with the foreign goods owner.

Route 2: From ICDs of Phuoc Long port to ports in Cai Mep - Ba Ria Vung Tau area:

For the case where the transport operators bring goods in transit under a transport contract from the import border gate to Cai Mep port - Ba Ria Vung Tau for changes of the mode of transport at ICDs in Phuoc Long port, ICD Phuoc Long Co., Ltd shall be permitted to carry out customs procedures in the form of independent transportation for the route from ICDs in Phuoc Long port to Cai Mep port - Ba Ria Vung Tau for export out of the territory of Vietnam on the basis of the contract signed with the transit service provider.

For cases where the transport operators bring goods in transit under a transport contract from the import border gate to ICDs in Phuoc Long port, Phuoc Long ICD Co., Ltd. is entitled to carry out customs procedures in the form of independent transportation for the route from ICDs in Phuoc Long port to Cai Mep port - Ba Ria Vung Tau to export out of the territory of Vietnam on the basis of the transportation contract signed with the shipping line or the port operator at Cai Mep.

For the transit of goods from Cai Mep - Ba Ria Vung Tau ports to ICDs in Phuoc Long port for changes of the mode of transport, then transported to Cambodia through Moc Bai - Tay Ninh or Hoa Lu - Binh Phuoc border gate, the General Department of Customs guides as follows:

Route 1: From Cai Mep - Ba Ria Vung Tau ports to ICDs in Phuoc Lon port, Phuoc Long Port Co., Ltd is allowed to carry out customs procedures in the form of independent transportation on the basis of an authorization contract signed with the transit service provider.
