Focusing on building national finance database

VCN – 2019 and following years, besides the work of administration and operation for ensuring the stable operation of the application systems and technical infrastructure, the Ministry of Finance will focus on resources for deployment projects under the scheme, "Building a national database on finance", guaranteeing compliance with the orientation of e-government infrastructure and focusing on the national finance database.

The information from IT and Financial Statistics Department: By the end of 2018, the Ministry of Finance has provided online public services for 987 administrative procedures, in that 163 procedures at level 3, 293 procedures at level 4. Especially, in the field of taxation and customs, in 2018, the Ministry of Finance strongly promoted and enhanced the quality of public services provided to people and enterprises.

The Ministry of Finance also issued Decision No. 2141/QĐ-BTC, for the approval of the plan to reduce and simplify administrative procedures under the management of the Ministry of Finance, and Decision No. 2204/QD-BTC on the list of online public services at levels 3 and 4, implemented in the period 2018 - 2019 in the Finance sector. Accordingly, the Ministry of Finance will cut 148 online public services; newly build 194 online public services at levels 3 and 4, and upgrade 93 online public services at level 3 and level 4.

In 2019 and following years, in the context of deploying the application of technology of Industry 4.0 towards building digital finance and the digital government, the Party Executive Committee of the Ministry of Finance has clearly defined the objectives and orientation of implementing IT application in Resolution No. 02-NQ/BCSĐ, and the tasks and solutions in the Action Plan which are issued in Decision No. 446/QD-TTg.

Accordingly, in 2019, in addition to continuing the management and operation in order to ensure stable operation of the application systems and technical infrastructure, the Ministry of Finance will focus on implementing the main contents such as: research and application of technologies of Industry 4.0: big data, artificial intelligence, block chain ...; develop plans to implement e-government infrastructure, infrastructure of national finance database, and organize urgent supervision of the implementation process; focus resources on implementing tasks under the project, "Building a national database on finance", in order to ensure compliance with the orientation of e-government infrastructure and national finance database.

The Ministry of Finance will step up the implementation of providing online public service and build a Ministry of Finance Single Window system in accordance with the Decree No. 61/2018/ND-CP of the Government on the implementation of the Single Window mechanism, a one-stop-shop in resolving administrative procedures, and Decision 2204/QD-BTC of the Ministry of Finance on the list of online public service at levels 3 and 4 of the Finance sector implemented in the period 2018 - 2019.

Furthermore, upgrading and implementing the document and administration management system of the Ministry of Finance, its document management mechanism and storage management system in order to meet the requirements of sending and receiving electronic documents between agencies in the state administrative system for compliance with the Decision No. 28/2018/QD-TTg of the Prime Minister and guidance documents; organizing building and putting into operation the Monitoring Information Security Centre of the Ministry of Finance, in order to perform the function of monitoring, information security monitoring, early warning, and handling of network attacks for the Ministry of Finance’s information system.
