Finance sector determined to accompany, support businesses and people

Supportive solutions are highly appreciated by the business community
Deputy Minister of Finance Cao Anh Tuan said that continuing to accompany and support businesses and people, since 2020, the Ministry of Finance has proactively researched and proposed to competent authorities on supportive solutions in the financial sector, especially solutions on extension of payment deadline, exemption and reduction of taxes, fees, charges and land rent to support businesses, people and the economy.
Accordingly, the Ministry of Finance has submitted to competent authorities and issued 60 legal documents. The total supportive amount in 2020 was about VND129 trillion, in 2021 it was about VND145 trillion, in 2022 it was VND233 trillion.
From the beginning of 2023, the Ministry of Finance has also urgently researched and proposed to competent authorities as well as promulgated according to its authority fiscal solutions to support businesses and people VND196 trillion.

According to Deputy Minister Cao Anh Tuan, while state budget revenues are greatly affected but still has to ensure spending for regular activities, investment and development and especially the social security..., creating great challenges for the state budget balance, the implementation of the above supportive solutions demonstrates the determination to always accompany and support businesses and people.
Although facing many difficulties in 2023, thanks to the efforts of the business community and entrepreneurs and the effective implementation of supportive solutions by State agencies, state budget collection has achieved positive results.
"The Ministry of Finance respectfully thanks the contributions and efforts of the business community for the positive results in socio-economic development as well as the results of implementing the state budget collection task in particular", Deputy Minister Cao Mr. Tuan said.
Focusing on institutional and administrative reform and modernization to facilitate businesses
The Deputy Minister emphasized that implementing the Government's Resolutions on key tasks and solutions on further improving the business environment and enhancing national competitiveness, the Government always prioritizes the reform of administrative procedures, including tax and customs procedures to create a better favorable business environment for businesses, facilitating the implementation of tax obligations for the State budget.
The Ministry of Finance has been implementing many aspects of work, focusing on perfecting institutions, reforming administrative procedures, and modernization to create favorable conditions for businesses.
Specifically, from 2014 to present (nine consecutive years), the Ministry of Finance has always ranked in the top 3 ministries in the Public Administration Reform Index (Par Index) announced by the Government's Steering Committee of Administrative Reform.
The Ministry of Finance also always focuses on developing support solutions to quickly support eligible entities, ensuring publicity, transparency, and minimizing procedures.
The Deputy Minister said that in the field of tax, continuing to expand the scope of implementing the electronic tax declaration, tax payment and tax refund system. Currently, the electronic tax declaration system has been deployed in all 63 provinces and cities and 100% of affiliated tax departments with 99.9% of businesses participating in using electronic tax declaration services; 98.9% of businesses make electronic tax payment; and 99% of businesses participating in electronic tax refund.
In the field of customs, from the beginning of 2023, the Customs has implemented 10 groups of reform targets and offered specific solutions, notably reducing 5% of Red channel declarations by 5%, reducing 10% of in Yellow channel declarations; reducing customs clearance and release time by 10%; increasing 20% of businesses voluntarily participating in the Program to support and encourage businesses to voluntarily comply with customs laws compared to 2022.
Continuing to effectively deploy the Vietnam Automated System for Customs Management at ports, warehouses and yards (VASSCM), contributing to simplifying procedures for releasing goods from warehouses, yards and ports, reducing face-to-face contact between Customs authorities and businesses, reducing travel time, overcoming congestion at port gates, warehouses and yards.
Thanks to strengthening application of information technology and application of modern customs management methods, over 99% of customs procedures have been carried out electronically through the Automatic Customs Clearance System ( VNACCS/VCIS) and satellite information technology systems; about 62.14% of the total public services deployed online at full-level; 250 administrative procedures for specialized management and inspection with over 6.67 million dossiers of more than 64.7 thousand businesses processed through the Single Window Mechanism, nation; continuing to exchange electronic C/O form D with 9 ASEAN member countries through the ASEAN Single Window Mechanism.
The Deputy Minister said that 100% of administrative procedures under the authority of the Ministry of Finance and its affiliated units have been provided with full-online public services. Full-online public services of the Ministry of Finance provide more and more utilities, help to reduce time and costs, bring satisfaction to organizations, individuals and businesses in transactions with financial agencies and receive appreciation.
In the context of forecasting that the economic situation remains difficult, Deputy Minister Cao Anh Tuan affirmed that the Ministry of Finance will continue to closely monitor the actual situation to research and propose appropriate solutions. In the immediate future, we will focus on effectively implementing solutions on taxes, fees, charges and land rent, and summarize and evaluate the implementation to have solutions suitable to the practical situation.

Continuing to research and advise on the assessment, review, amendment and supplementation of tax laws in accordance with the Tax System Reform Strategy until 2030; continuing to reform in all aspects of work: perfecting institutions, improving the effectiveness and efficiency of the apparatus, reforming administrative procedures in a more comprehensive and effective direction, continuing to promote modernization in all fields of the Finance sector to facilitate and reduce costs for people and businesses to improve the business environment, contributing to enhancing national competitiveness.
