Fifty-five local taxation departments see revenues increase

High growth
Statistics from the General Department of Taxation show that 50 of 63 localities have progress of domestic collection reaching over 50% of the estimate, of which 44 localities achieved good results (over 52%).
At Hai Phong Tax Department, the six-month budget revenue carried out by the unit reached more than VND 12,246 billion. This result, despite only reaching 51.3% of the ordinance target, increased by 27% compared to the same period last year.
Specifically, the domestic revenue reached more than VND 12,246 billion (reaching 51.3% of the target, up 27%), of which, land use fees was more than VND 1,167 billion. The total balance of revenue minus land use fees and lottery reached 53% of the draft ordinance, up 21.5%.
According to Hai Phong Tax Department, this result is a quite high compared to many years ago. With this result, Hai Phong is currently ranked 3rd in the country in terms of total budget revenue, including import and export revenue (about VND 50,000 billion/year) and domestic revenue (about VND 24-25,000 billion/year) and ranking 8th in the country if domestic revenue is calculated separately.
The Ninh Binh Tax Department is also one of the bright spots in the work of tax collection in the first six months. Accordingly, by the end of the second quarter, Ninh Binh tax agency collected VND 4,727 billion, equaling 74.3% of the estimate of the provincial People's Council and an increase of 43.6% over the same period last year.
At this unit, according to statistics, by the end of June, up to 11 of 15 revenues, the revenue area has achieved the progress compared with the estimate of the provincial People's Council, of which there are many revenues and important areas seeing high results compared to estimates and over the same period last year such as revenues from local state-owned enterprises; foreign-invested enterprises, personal income tax collection.
Some localities have high domestic revenues (excluding land use fees) such as Da Nang, Binh Duong, Dak Lak, Bac Giang, Ba Ria - Vung Tau, Vinh Phuc, Tay Ninh and Quang Ninh.
Revenue is high but still below 50% of the estimate
Besides the units reaching revenues of over 50% of the estimate, some Tax Departments, despite having good growth in the first six months of the year, are still less than half of the yearly estimate, such as Dong Nai Tax Department.
By the end of June 2019, the state budget revenue was VND 17,524 billion. Although this revenue has only reached 47% of the ordinance estimate, compared to the same period in 2018, it has increased by 33%. According to this unit, the budget collection task of 2019 was high compared to the actual growth in the locality.
Meanwhile, a number of factors affecting revenues also began to appear as many businesses increased export rates, reducing the amount of remittance to the state budget.
Especially in Dong Nai province, FDI enterprises mostly do export activity and do not incur the payable Value Added Tax. Moreover, the lump-sum rent collection also decreased compared to the same period in 2018.
In Ho Chi Minh City Tax Department, in the report on the situation of budget collection in the first six months of the year, this unit said it had collected VND 132,592 billion, reaching 45.67% of the yearly estimate and increasing 1.32% over the same period in 2018. However, at this time, Ho Chi Minh City Tax Department is still the unit with the largest revenue in the country.

Although over six months, the ‘picture’ of the state budget's tax revenue in 63 provinces and cities across the country has different colors, in general, in order to get that revenue, the entire tax sector has made all efforts ensuring the fulfillment of the tasks of the state budget collection, while still actively propagating and supporting difficulties for enterprises and taxpayers. The tax departments across the country will continue to perform their tasks to help the Taxation sector complete and exceed the budget revenue of 2019 by at least 5%.
