Establishing a special case and following the case for nearly half a year
Head of the Drug Enforcement Unit of the Ho Chi Minh City Customs Department Huynh Nam said that after monitoring and gathering reconnaissance information, the unit proposed to the Department's leaders to issue a decision to make special case M918. This case has the participation of Unit 6 under the Anti-Smuggling and Investigation Department (General Department of Customs) and coordination Division 2 –the Anti-Smuggling and Investigation Department. When implementing the project, Ho Chi Minh City Customs Department collaborated with the Investigation Police Department on drug-related crimes (C04) - Ministry of Public Security.
To solve the drug case with huge volume and arrest smuggling bosses, under direction of Director of Ho Chi Minh City Customs Department Dinh Ngoc Thang and Director of Investigation Police Department on drug-related crimes (C04), officers and soldiers of the two units worked together to solve the case.
Director General Dinh Ngoc Thang - Head of the case M918 said after a long period of establishing the case and monitoring movement of offenders, the case has been solved with a seizure of nearly 500 kg of ketamine and an arrest of key offenders.
On May 10, the reconnaissance group reported on the case that offenders hired welders to process six rolls of three pressing machines in Binh Chanh district’s warehouse. Each of these machines has two large rolls with a diameter of 50cm. Another reconnaissance group also reported that the two offenders checked out a hotel at Tan Binh district before 12 o’clock. Director Thang directed the Drug Enforcement Unit to divide into five groups and prepare three flexible options and coordinate with the C04 to carry out to a plan to crack the case.
Under the plan and the direction of Director Dinh Ngoc Thang, from early morning on May 11, the case M918 Board of Ho Chi Minh City Customs Department went on the operations, together with C04 to coordinate with units: Team 6 of the Anti-Smuggling and Investigation Department, Departments of A06, A07, A08, C09, K02, Binh Tan District Police, Binh Chanh District Police under Ho Chi Minh City, Division PC04 of Binh Duong Province Police to solve the case. The offender Jhu Minh Jyun, born on July 17, 1987, Taiwanese nationality (China), was caught with one Innova car, number plate 51F-940.39 carrying nearly 500kg of drugs of ketamine (worth nearly VND500 billion). Inspecting a warehouse hired by this offender in Binh Chanh district, the forces seized four pressing machines.
On May 11, the Case Board also inspected residence places of offenders including: Liu Minh Yang, born in 1985, Taiwanese nationality (China), staying at a hotel on the Cong Hoa street, Tan Binh district, he is the leader of this criminal line; Nguyen Thi Thu Van, born in 1983, Taiwanese nationality (China), residing at 356 Thoai Ngoc Hau Street, Phu Thanh Ward, Tan Phu District, Ho Chi Minh City, she is Jhu Minh Jyun's girlfriend andhelp Jhu Minh Jyun in hiring a warehouse and translating; and To Gia My, born in 1986, Chinese nationality, a translator.
Eight stressful hours for solving the case
The offenders in this drug crew are particularly sly. With the intention of using Ho Chi Minh City as a transit of drug to Taiwan, on March 14, 2019, Liu Minh Yang, temporarily residing at Tan Binh district, Ho Chi Minh City guided Jhu Minh Jyun to enter Vietnam and carry four pressing machines across Mong Cai - Quang Ninh border gate to a warehouse in Binh Tan district to hide drugs. However, because Binh Tan district is near the market and competent forces have just destroyed many big drug cases, Liu Minh Yang directed Jhu Minh Jyun to transport the goods to a new warehouse at village 4, road 2-3-4, Vinh Loc A commune, Binh Chanh district, Ho Chi Minh City, making it hard for the customs scouts to follow and monitor.
Huynh Nam said that to hide drugs, these offenders brought the four pressing machines from China across Mong Cai (Quang Ninh) to Ho Chi Minh City, then hired welders for machining to hide nearly half a tonne of drugs to export to Taiwan. Drugs were transported by cars with Ho Chi Minh City license plate to avoid being tracked. However, the criminal acts did not passed the drug prevention scouts of the Ho Chi Minh City Customs and C04-Ministry of Public Security.
Director of Ho Chi Minh City Customs Department Dinh Ngoc Thang added that when making the case M918, the professional teams of the Ho Chi Minh City Customs Department underwent a hard process of monitoring the transport of goods from abroad to the inland. The coordinating forces have also assigned scientific tasks to analyse the situation and closely monitor the movements of the offenders, especially when the offenders frequently change warehouses.
"The case ensured the confidentiality though out the process, had effective coordination between the Customs agency and the Public Security agency in assessing material evidences, information, goods and roadmap. This is the most typical case of coordination between the Ho Chi Minh City Customs Department and the Investigation Police Department on drug-related crimes "- Thang affirmed.

On May 11, the Director of the Ho Chi Minh City Customs Department Dinh Ngoc Thang and the Director of C04 Major General Pham Van Cac and heads of reconnaissance groups followed the offenders from the early morning, because according to the plan, the offenders would check out of the hotel to the warehouse at noon. However, on the early morning, these offenders drove around for eight hours, until late afternoon they appeared at the warehouse. "Both the leaders and officers secretly followed the offenders and did not have the lunch and only eat some ripped bananas, waiting for catching the offenders in act, " Major general Pham Van Cac said.
The case is being investigated by the Ho Chi Minh City Customs Department and the Investigation Police Department on drug-related crimes.
