Closely supervise the debts for fully recoveringthebudget

VCN- At the the Ministry of Finance regular pressconference on the afternoon of 11th October, Mr.Nguyen Dai Tri - Deputy General Director of the General Department of Taxation said, The General Department of Taxation will closely monitormonthly tax debts, announce the list of businesses with large debts, and require the Departments of Taxation to publicly inform the tax debt information as prescribed.

By the end of 30th September,2016, the 63 Departments of Taxation of provinces and cities sped up to recover 31,785 billionvnd of tax debts transferred from 2015, up 14% compared to the same period of 2015 and reaching 60% of the debt collection target of 2016. Excluding fines for late payment, the recovery rate reached 80% of the annual debt recoverytarget, including recovery of 25,500 billionvndby tax debt collection management measures, and 6,243 billionvndby tax debt coercion measures.

Sharing on the tax debts management and enforcement issues, a representative of the Department of Taxation said,this agency has implemented the drastic measures to recover the tax debt and tax enforcement. Accordingly, the Department of Taxation announces each month the list of tax debt enterprises to the local departments of Taxation to review and supervise the debtcoercive implementation by measures such as freezing accounts, informing no longer valuable bills, or publishing information on the mass media.

Mr. Tri added, the total amount of the tax debt as atthe end of Septemberwas estimated at 74,000 billionvnd, down 440 billionvnd in comparison with the previous month. In particular, the recoverabletax money thatis owed to 90 days and over 90 daysis 32,239 billionvnd, representing 43.5% of the total amount of the tax debt, down 3,937 billionvndfrom the end of 2015and decreased by 1,136 billion vndcompared to the August of 2016.

Debts relating to land are estimated at 10,856 billionvnd, down 1.440 billion vndcompared to 31 December, 2015. The penalties and late paymentsare estimated at 26,931 billionvnd, increasedby 4,000 billionvnd compared to the end of 2015.

In the coming time, in order to be better implement debt management and enforcement, the General Department of Taxation will continue to direct the departments of Taxation to overall review the debt data to timely adjustand definitely resolve pending debts foradjustment and the awaiting debts for treatment; strictly control thedebt classification, reflect the nature of the outstanding tax payments, and analyse thedebt causesof each person or enterprise to have te debt collection solutions.

"In addition, continue to closely monitor the monthly tax debts and announce the list of the large debt enterprises, requiresthe departments of Taxation to review, speed up and enforce the tax debts collectionaccording to the law as well as publicly inform the tax debt information as prescribed; and closely monitor the implementation of the departments of Taxation debt enforcement", said Mr. Tri.

The third measure to be deployed is to enhance the implementation of enforcement measures in accordance with the law to timely recover the tax debt to the State budget.

In particular, tax agencies will strengthen to collaborate with the People's Committees at all levels, the related ministries and agencies (police, banks, courts,etc.) to establish tax debt collection and enforcement interdisciplinary teams.Then ask authorities at all levels to collect the debts, contribute to reduce the tax debt, and increase revenues for the State budget.

The Department of Taxation Representative stressed, parallel to that, tax agencies will continue to review, amend and supplement the process of debt management, debt enforcement as pushing forward to reform the administrative procedures, in accordance with the change of the information technology applicationpolicy in all aspects of debt management; making the electronic system for debt management process from the stage of debt announcement to the stage of issuing the enforcement decisions, debt classification accurately, sufficiently and timely as well as appropriatelywith the nature of each debt.

Relating to the inspection of oil and gasimportedwholesale enterprises, representative of the Department of Taxation said, implementingDecision No.707/QĐ-BTC dated 8th April, 2016 of the Minister of Finance on approving the financial inspection plan for the observance of tax and price legislation at oil and gasimportedwholesale enterprises, the Ministry of Finance has inspected17of 23enterprises.

According to Mr. Tri, within the 23 wholesale enterprises, there are 6 which were not inspected because 5 of them are oil and gas imported enterprises but not trading and the other 1 is being investigated by the Department of the Economic Crime Investigation Police.

The inspectionwill takeplace from the 1st of January, 2016 to the 3rd of December, 2016. The contents of inspection is focused on declaration and payment, refunding of import duty, special consumption tax, value added tax on imported petroleum products; the observance of the petroleum price, setting up and using the price stabilization fund; implementation of business accounting, performance of obligations to the budget; and profit distribution, etc.

"After inspection, the Ministry of Finance has sent the report directly to the Prime Minister as a confidential document, so cannot be announced immediately. When eligibility and consentis obtained, the Ministry of Finance will concretely announce the above inspection results", said Mr. Nguyen Dai Tri.
