What are some outstanding points in Resolution 02 of 2024? The restoration of the Program to reform and improve business environment as implemented under Resolution No. 19/NQ-CP and Resolution No. 02/NQ-CP not only aims to create pressure but also motivates reforms of ministries, branches and localities. The return of Resolution No. 02 carries the message that improving the business environment is a key priority task, demonstrating the Government's level of concern and companionship with the business community. Accordingly, Resolution No. 02 is expected to consolidate the confidence of investors and businesses; arouse motivation and entrepreneurial spirit; thereby promoting economic recovery and development. Resolution 02 of 2024 points out reform goals according to international practices, selectively focusing to current problems, shortcomings, and shortcomings of each year. Besides, some long-term goals by 2025 are mentioned. Accordingly, sustainable development among the top 50 countries; global innovation capacity increases by at least 3 levels; e-government increases at least 5 levels; property rights increase by at least 2 levels; logistics efficiency increases by at least 4 levels; tourism and travel development capacity increases by at least 2 levels; and cybersecurity belongs to the top 30 countries. At the same time, the Government also determines a specific goal for 2024: the number of businesses entering the market in 2024 will rise at least 10%, whereas the number of withdrawers from the market in 2024 will keep at less than 10% compared to 2023. Information technology (IT) infrastructure, environmental quality and property registration will record an upward trend at least 3 levels, 10 levels and 2 levels, respectively. To implement these goals, 7 groups of key tasks in 2024 have been pointed out, which also attach to specific responsibilities of ministries, branches, agencies and localities in details. Firstly, remove legal inadequacies in implementing investment projects and the quality of conditions for conditional investment and business industries as well as the quality of enterprise development services. Secondly, improve management efficiency, promote reform of specialized inspection activities for goods and effectively deploy the National Single Window Information Portal. Thirdly, strengthen the application of information technology, communication and data sharing among state agencies to improve the efficiency of resolving administrative procedures. Fourth, increase the ability to access and absorb capital for businesses. Sixth, complete policies to promote businesses to invest produce and do business associated with innovation, digital transformation, green transformation, towards sustainable development. Seventh, improve the quality of business development services. These groups of solutions aim to resolve specific problems and shortcomings that are hindering investment and business activities of enterprises. Notably, there are solutions that can be implemented immediately, while others require longer-term coordination and completion. This is also a characteristic feature of this resolution, on the one hand, it raises short-term issues, and on the other hand, it addresses medium- and long-term issues. It can be said that the solutions proposed in the Resolution aim to strengthen trust, create a fulcrum for recovery and enhance the resilience of businesses. What solutions do we need to implement to bring the Resolution to life and bring practical meaning to the business community, Madam? In my opinion, the organization and implementation stage must be fully taken awareness, which should focus on three notable points to create momentum for businesses to develop as well as overcome shortcomings. In details: Firstly, the proactive and direct role of the heads of ministries, branches, agencies and localities is an important factor determining the success of reform. Wherever or in any field there is drastic, close and responsible direction from the leader, that locality or that field will have different changes, creating breakthrough business opportunities. Secondly, the mechanism to urge, monitor, supervise, and independently evaluate the implementation process is also a factor affecting reform effectiveness. Accordingly, regular and continuous direction from the Prime Minister and Government leaders is necessary to create pressure to promote this process. Monitoring and supervision by independent parties, associations, and media agencies is also especially meaningful, contributing to objective assessment, thereby creating motivation for substantive change. Thirdly, businesses' proactive and positive sharing and contributions about reform results, outstanding issues and recommendations are also meaningful for the effective implementation of the Resolution. However, the big challenge is the need to exploit motivation, create regular and continuous pressure and require the companionship of many parties. Therefore, the effective implementation of Resolution 02 is what businesses expect the most, of which, the initiative and directness of heads of ministries, branches and agencies is crucial to implement the Resolution successfully.
