Ready for transfer

Decree No.119/2018/ND-CP provides many new points to create an important legal basis for the transfer from traditional paper-based invoicing management methods to the electronic invoices which have many practical benefits for both businesses, customers and tax administration agencies. The Decree specifies the subjects, principles of managing and using e-invoices. Accordingly, the subjects of application are organizations, businesses and individuals selling goods and providing services; organizations and individuals purchasing goods and services; organizations providing e-invoicing services; tax administration agencies at all levels and organizations and individuals related to the management and use of invoices.

Over 1 month after Decree 119 officially took effect, many businesses and businesses households expressed their support. According to Mr. Nguyen Duc Trang, the representative of Home Ideal Construction and Equipment Joint Stock Company, previously, when thinking about the use of e-invoice, the company was quite concerned about information security; cumbersome registration procedures as well as many of their customers were not acquainted with this invoicing method .

“When the e-invoice has been officially applied and businesses are subject to transfer, we are very excited to use e-invoice, because this makes businesses more professional. Currently, we are also quite confident with the available technology infrastructure, and the tax authority is committed to support and guide us in the first time of its application. We will use e-invoices as soon as possible," Mr. Trang said.

Many businesses have also agreed with this regulation. In addition to serving the business purpose of the business, many businesses said that the simultaneous use of e-invoices will create a healthy, fair business environment, and avoid the situation that many businesses use blank invoices for unspecific revenue and tax fraud.

Along with businesses, many business households are not afraid of this new regulation. Mr. Tuan Nguyen, the owner of coffee shop at To Hieu Street, Ha Dong District, Ha Noi, said that his shop is the place where many of his customers discuss their work, and the customers often ask for an invoice. Currently, Mr. Tuan is studying to buy a cash register and intends to register to use invoices with authentication code of the tax authority.

Simple procedures

According to the representative of Thai Son Technology Development Company, in order to use e-invoices, businesses will have to prepare information technology infrastructure that are e-invoice softwares. Currently these softwares are quite compact and convenient. The installation is simple and requirements on information technology infrastructure are also very simple, almost all offices have equipment such as: Computer, internet and etc.

Theorically, businesses can build software by themselves. However, in fact, companies often use the products of a licensed intermediary agency to save time and development costs, and benefit from the quality of software and customer support systems of suppliers.

“If using supplier’s e-invoice software, an officer will be in charge of supporting and advising businesses on procedures for implementation and registration with tax authorities and attached forms such as: Creating electronic invoices, registering digital certificate, signing sample e-invoices, announcing e-invoice issuance, and other necessary procedures,"-the representatives of Thai Son Technology Development Company said.

Currently, MISA Joint Stock Company has signed a commitment to participate in the program "Accompanying with startup businesses" with the General Department of Taxation. Accordingly, MISA will support freely accounting software for newly established businesses. In addition, MISA will support the cost of using e-invoice software for 1 year valued at VND 1 million/ business for all newly established businesses from 1st November 2018. Also, MISA will continue the MISA SME.NET 2017 accounting software sponsorship program, with the Starter package of VND 2,950,000/business for all businesses established in 2018.

Representatives of the General Department of Taxation also recommended that in order to facilitate in using e-invoice software, businesses should choose quality products and consistent with the actual situation of businesses.
