Reduce customs clearance time by hundreds of hours

Talking to reporters, the representative of the Company said that since being one of the first nine enterprises in the country recognized as a priority enterprise (July 19, 2011), Brother Viet Industry Co., Ltd. has made significant developments.

The benefits for production activities and business scale of the Company are seen as reducing the clearance time for import and export goods. Following the priority regime in Article 5, 7 of Circular 72/2015 / TT-BTC and the provisions in Section 6 of Official Dispatch 9061 / TCHQ-GSQL dated October 5, 2015 on “not signing, closing the official stamp and confirmation on the electronic customs declaration printed from the System”, Brother Vietnam Industrial Co., Ltd. has saved total time for customs clearance of import and export goods of up to hundreds of hours per month.

“Regarding human resource costs, our company reduced three workers and customs clearance agents reduced two employees in charge of arranging goods for checking, forwarding and transporting. Customs declaration between the Company and the Customs Branch is opened. The total cost saved was VND40 million per month, equivalent to US$1,728 per month,” the leader of Brother Vietnam Industrial Co., Ltd said.

In addition, the company also saves import and export costs due to the simplification, reduction of procedures, records, documentssubmitted to Customs. For the cost of procedures, records, vouchers and documents to be submitted to the customs office, thanks to changes in the printing process and transportation of the customs declaration already cleared on the system to present to the supervisory department at the Customs Sub-department where goods are stored, the company saved an average of 545.42 hours per month and US$12,660 per month, equivalent to about VND290 million per month.

Savings from printing declaration information forthe list of containers and lists of goods through the supervised area on average saved US$550 per month, equivalent to more than VND10 million per month.

Besides, thanks to the priority of import and export procedures in place, the company saves about 550 working hours per month, reduces two employees and saves US$17,555 per month, equivalent to more than VND400 million for Brother Industry Co., Ltd. and US$7,490 per month, equivalent to more than VND170 million for the company's partners. Other fees include container storage and inspection at Hai Phong port, so the company estimated saving about US$7,500 per month, equivalent to more than VND170 million.

More opportunities

Thanks to the priority business, the company also has the initiative in taking goods and bringing goods to the factory, especially shipments from abroad, so the clearance time for urgent shipments is faster, especially in the case of urgent shipments during the holidays, businesses will be given priority for clearance.

In addition to the above incentives and benefits, the representative of the company said that he also received other tangible benefits, such as improving the reputation with agencies and partners because after being recognized as priority business,the company is always rated as an effective business and strictly complies with the provisions of law.

In particular, the rate of on-time delivery to customers is always maintained at over 97%. Therefore, business development opportunities are also expanded. From the scale of only three factories (in 2011), Brother Vietnam Industrial Co., Ltd. has grown to five factories with many new models.

The provisions of the Priority Business Program also help Brother Industrial Vietnam Co., Ltd. to strengthen internal control for complying with the provisions in Appendix I of Decision No. 2659 / QD-TCHQ dated September 14, 2015 of the General Department of Customs on the internal control process to ensure safety and security of the supply chain of exported goods. The company has conducted a review of the actual processes at the business to meet the requirements of the Customs as well as enhance the ability of internal control at the business.

According to the company's representative, the current legal provisions to implement the priority business program are appropriate and facilitate the enterprise.

However, in order to further develop the priority business program and in line with the development of information technology, Brother Vietnam Industrial Co., Ltd. recommends the construction of the information channel of the Post-Clearance Inspection Department.

The General Department of Customs web portal is an online information exchange window between the program managing agency and priority enterprises. The purpose is to disseminate the legal provisions on priority businesses so that more and more businesses strive to be recognized as priority businesses.

At the same time, it is also a bridge to develop and further tighten the Customs-Business partnership; problems and difficulties of the priority enterprise may be immediately supported by the customs office and also help the customs office to capture and control the operation of the enterprise and the ultimate goal is to ensure businesses always obey the law.
