What solutions are provided by the National Steering Committee 389 in 2022 to improve the efficiency of the prevention of smuggling, trade fraud and fake goods, Sir?
The Standing Office has advised National Steering Committee 389 to request the Steering Committees 389 of ministries, government agencies and localities to perform some key tasks as follows:
The Steering Committees 389 of ministries, government agencies and localities are required to strictly comply with resolutions and directives of the party and directions of the National Steering Committee 389 on anti-smuggling, trade fraud and fake goods; prevent the deterioration of political ideology morality, and lifestyle of officers of competent agencies, and build a strong and transparent organization; follow directions of the National Steering Committee 389; uphold the responsibility of the heads and attract their responsibilities with performance;
Effectively implement the plan of the National Steering Committee 389, especially the plan on fighting smuggling, trade fraud and fake goods in e-commerce activities; assess and classify high-risk items and people to combat and handle suspects abusing e-commerce activities for smuggling, trade fraud and fake goods;
Research and propose to competent authorities to revise regulations that have shortcomings and loopholes.
The local Steering Committees are requested to expedite the application of science and technology in the fight against smuggling, commercial fraud and counterfeit goods; strengthen coordination and information exchange and promote the strength of competent forces in this task.
The competent forces are asked to perform tasks and strengthen surveillance using cameras on trails and border crossings, handle smuggling, trade fraud, production and trading of counterfeit goods, low-quality goods, goods of unknown origin, and tackle smuggling rings and gangs;
Actively share information and closely supervise shipments transferred via border gates, temporarily imported for re-export, especially consignments of consumer goods, general goods, and goods smuggled to the domestic market; handle shipments with fake Vietnamese origin for export, affecting Vietnam’s reputation and the preferential policies given to Vietnam through new-generation FTAs;
Promptly handle cases of taking advantage of the pandemic to increase prices of commodities such as medical supplies, equipment, pharmaceuticals, food and functional products, traditional medicines; violating advertising and labeling to deceive consumers.
The Standing Office of the National Steering Committee 389 is assigned to lead and coordinate with competent forces to monitor and implement plans on the fight against smuggling and trade fraud and counterfeit goods and the direction of the Head of the National Steering Committee 389.
As the leading agency of forces in the National Steering Committee, what are the tasks and plans that will be implemented by the Standing Office in 2022?
The Standing Office sets out key tasks for 2022 as follows:
Continue to advise, execute and inspect the implementation of the directives of the Government, the Prime Minister, and the National Steering Committee 389 on combating smuggling, trade fraud and counterfeit goods;
Assess, identify and forecast problems and new methods and tricks, risk areas and routes to propose plans to resolve problems;
Advise the Board of Directors to develop new plans in line with reality, including the plan on strengthening anti-smuggling, trade fraud and fake goods on the land route; the plan on fighting smuggling, trade fraud by air;
Review difficulties and problems to propose competent agencies to handle in accordance with the law.
Currently, the number of Covid-19 cases across the country and the demand for using test kits and medicine for Covid-19 treatment is increasing. Smugglers have abused this situation to smuggle and illegally transport goods. What should competent forces do to prevent this situation?
In the last days of February and early March, the number of new cases of Covid-19 sharply increased across the country, causing the demand for Covid-19 rapid test kits and medicine for treatment to rise. Therefore, the supply of these items is insufficient, causing an increase in the price of the product.
In order to prevent this situation, competent forces in the Northern Border Gates need to coordinate in inspecting and supervising smuggling and illegal transportation of goods; illegal entry and exit activities across the border; promptly detect and strictly handle violations, especially goods related to Covid-19 prevention; apply risk management measures to strictly control the import of these items at the border gate, and prevent trade fraud.
In the domestic market, market surveillance forces at all levels need to strengthen the inspection of compliance with the law in business activities of products for the prevention of the Covid-19 pandemic.
