Vietnam Customs coordinates with Hong Kong Customs (China) for anti-smuggling

VCN - Director General of the General Department of Vietnam Customs Nguyen Van Can led a delegation of Vietnam Customs to visit and work at Hong Kong Customs (China) on September 22 and 23, to strengthen cooperation activities in preventing and combating smuggling and trade fraud, especially promoting cooperation in combating illegal transportation of drugs and other transnational crimes, contributing to ensuring security and safety and legitimate trade of both sides.

At the official meeting between Director General of Vietnam Customs Nguyen Van Can and Ms. Ho Pui Shan, Directorate of Hong Kong Customs and Excise Department, the two sides discussed and highly appreciated the effectiveness of cooperative activities of the two parties in recent times based on the Cooperation Agreement on mutual administrative assistance in Customs matters between the General Department of Vietnam Customs and the Hong Kong Customs and Excise Department signed on June 28, 2013.

The two leaders agreed on specific cooperation activities and identified key orientations for cooperation in the near future. In particular, the two sides will focus on improving the effectiveness of cooperation in anti-drug through concretizing information exchanges about suspects, routes, shipments, etc., and information about seizures, thereby helping each other in investigations to promptly detect transnational drug crime activities.

The two sides also determined to improve mechanisms for cooperation in preventing and combating violations of international conventions to which both sides are members such as CITES, tobacco trafficking of tobacco, and violations over enforcement of intellectual property rights and other customs violations. Accordingly, the two sides agreed to establish contact points in these areas to promptly inform each other and enhance effectiveness of the control.

The two sides agreed to continue to actively and effectively participate in the "Mekong Dragon" Campaign jointly initiated by Vietnam Customs and China Customs in the fight against drug and wildlife trafficking in regional and inter-regional matters to promote the concretization of coordination in joint control activities mentioned in the joint statements of the two leaders.

At the same time, the two sides agreed to improve the effectiveness of cooperation and strengthen control capacity through technical support activities, seminars, and training on information collection, analysis, and investigation techniques in the future.

During the visit and work with Hong Kong Customs, Vietnam Customs delegation visited and worked at Kwai Chung seaport and Hong Kong international airport on the control and prevention of drug smuggling and illegal transportation on sea and air to provide a mechanism for cooperation and coordination in information sharing.

This is the first high-level working visit between the two agencies after the cooperation agreement was signed, marking a new and more effective step in cooperation between the two agencies targeting to accelerate legal trade and ensure global supply chain security in the context of world’s changes.
