Advances in information technology applications of tax service

VCN - Since early this year, the deployment of information technology applications in the taxation sector has made significant progress, reflecting efforts in the modernization of the tax department.

In the conference for reporting the results of applying IT in taxation in the first 6 months of 2016, Mr. Le Huy Vu, Deputy Director of IT Department, General Department of Taxation said that as a result of the implementation of Resolution No. 19 / NQ-CP dated 12 3-2015 and Resolution No. 36a / NQ-CP dated 14-10-2015, the tax service has actively expanded deployment of some systems, such as online tax declaration, electronic tax filing, electronic tax refund, land tax payment, electronic personal protection and payment of automotive registration fees, motorcycle electronics, electronic invoice validation, building a specialized database on taxes.

To date, online tax declaration systems has been implemented in 63 provinces and 100% of the tax departments. Vietnam has more than 535,000 enterprises that make declarations online, reaching 99.59% of the total number of active enterprises. At the same time, the system has received and handled over 31.6 million records of electronic tax declarations.

Electronic tax payment system of tax offices was conducted to evaluate the current treatment model focuses on Taxation. From June to December 2016, the total number of registered enterprises that pay taxes electronically via the GDT port is more than 513,000 businesses, achieving 95.5% of active businesses. The total number of enterprises registered to use the service with one of the Banks has provided over 492,000 services which is a 80.21% hit rate. The total amount payable to the government via e-tax payment of Taxation from 1-1-2016 to date is over 174 trillion vnd.

Mr Huy said: “Since the end of 2015, in the first 6 months of 2016, the IT Department has worked with the Department of personal income tax (PIT) to finish a Decision pilot and pilot process management, user registration and electronic filing system for individuals leasing houses, to the Ministry of Finance as a basis for implementing the application”.

In addition, the IT Department has organized to work directly and consistently with the Traffic Police Department - Ministry of Public Security on the transmission methods of electronic payment receipts for automotive and motorcycle registration fees, and coordination between PIT Management Department in building regular information exchange between police agencies and tax agencies.

Le Huy Vu said, from now until the end of 2016, the tax industry will continue to improve the system of processes and IT management regulations, focusing on some of the following provisions: The provisions relating to Construction tax service database; Operating procedures taxation sector IT applications; Regulations/procedures on Information Security; Process/internal regulation of the IT Department.

In addition, the General Department of Taxation will continue to urge the tax department to expand the electronic filing system for 100% of provincial enterprises to achieve the targeted 95% of electronic filing now reaching level 4 ; Upgrade the electronic tax payment system and expansion of electronic tax payment services to commercial banks in the country; Issued Decision pilot, pilot process management, registration and use of electronic tax return for leasing of individual houses as basis for building applications and pilot organizations for land tax payment services, electronic personal households in Ha Noi Department of taxation 2 and Ho Chi Minh City, in late 2016.

To evaluate the results in IT application of the tax department, Nguyen Dai Tri, Deputy General Director of General Department of Taxation, said the deployment of electronic tax services exceeded the target set for5 years and the Resolution of the Government. That is: The system of technical infrastructure be upgraded to meet the growing demand for IT application deployment; Achieving the goal of IT application in the management of intra-industry; At the same time human resources are gradually strengthened.

Mr. Nguyen Dai Tri confirmed, application of IT has played an important role in the management of tax and has brought tremendous efficiency in the modernization of the tax administration and reform of tax administration
