Accelerate the deployment of National Single Window for the aviation and roadway sector
Over the past time, what were the positive results of the deployment of NSW for the administrative procedures of the different areas which are managed by the Ministry of Transport has achieved?
Since 2015, NSW deployment marked a breakthrough reform of administrative procedures in the State management agencies of Vietnam in general and the Ministry of Transport in particular. The application of technology to perform the NSW is a new task, it requires drastic attention to the entire political system. At this time, the Ministry of Transport is the most active unit which achieved many positive results in implementation of NSW.
The achievements were made in some specific criteria such as shortening the time for processing of dossiers, reducing and eventually eliminating the travel costs for enterprises when doing procedures, heading for transparency and openness of administrative procedures implementation process in accordance with the Government's direction. Specifically, until November 2016, after nearly two years of implementation, the Maritime field has 60,718 received records, Vehicle Register field has 20,257 received records handled through NSW and had 158,753 certificates of secured specifications and environmental protection issued through NSW.
What are the difficulties and obstacles when deploying NSW in the transportation sector?
Despite the positive results, in the process of deploying NSW, MOT also meet difficulties and problems. That is the legal element in the transition from paper records to electronic records. The current legislation only stops at the provisions implementing and handling administrative procedures in paper records, there are just a few regulations on the implementation of electronic methods.
One of the factors that should also be considered is the use of data which is already obtained in the process of settling the administrative procedures so people, and companies do not have to present documents. Currently, the Ministry of Transport is actively coordinating with relevant agencies to develop a legal framework as Decision No. 34/2016/QD-TTg of the Prime Minister of 23-8-2016 which stipulates the electronic procedures for ships entering and leaving sea ports, inland waterway ports, and offshore oil ports through NSW.
The habit of enterprises when doing procedures also is one of the barriers to implementing electronic method. To overcome this problem, the Ministry of Transport had to implement in 3 stages for each procedure: narrow range test, wide-area deployment and switch to implementation method in electronic systems. This approach helps both the authorities and enterprises to have the time to become familiar and restrict the effect to the implementation of administrative procedures in the transition period.
For the procedure which was carried out in NSW, how can MOT promote the implementation of procedures in order to facilitate more convenient for enterprises?
For procedures which were implemented, the Ministry of Transport will focus on expanding nationwide, ensuring that 100% of procedures charges and fees are collected by electronic method; implement exchange and mutual recognition of licenses issued in electronic form with the ASEAN countries under the agreement, and the international commitments to which Vietnam is a member.
The electronic documents (electronic licenses, electronic certificates and equivalent electronic documents) issued through the NSW will also be used to perform other administrative procedures by the Ministry of Transport. This helps enterprises reduce paperwork when performing other administrative procedures.

In 2017 and in the future, how can MOT expand the deployment of additional administrative procedures using NSW?
Promoting the results achieved in recent years, in 2017 and the next years, the Ministry of Transport will continue to expand the deployment of NSW in the transportation sector under the general plan for deployment of NSW and the ASEAN NSW in the period 2016-2020 which was approved by the Prime Minister in Decision 2185 / QD-TTg dated 14-11-2016. The Ministry of Transport will focus on implementing the NSW for the aviation and roadway sector. In these, at the end of 2017 NSW will be in place in the aviation sector.
