Abolish many administrative procedures related to specialized inspection of the natural resources and environment sector

By implementing the Resolution No. 01-NQ /CP of the Government dated 1/1/2018 on the major tasks and solutions to implement the socio-economic development plan and the State budget estimates of 2018; the directives of the Prime Minister about implementing the reform of specialized inspection activities, reducing and simplifying the list of goods, products and procedures of specialized inspection, the Ministry of Natural Resources and Environment conducted a review and reported the solution on reducing the list of products and goods and the simplification of administrative procedures related to the specialized inspection under the management of this Ministry.
Accordingly, the Ministry of Natural Resources and Environment intends to abolish and simplify 15/15 administrative procedures related to specialized inspection. This is a proposal for abolishing and simplifying the list of goods and administrative procedures related to specialized inspection within the scope of state management of the Ministry.
Based on the review of current legal regulations, there are 74 products and goods subject to specialized inspection within the scope of state management of the Ministry, in that: in the environment area, there are 36 products; the climate change area, there are 38 products. All 74 products have been announced together with the HS code. In particular, 36 out of 74 products are imported materials used as raw materials for production that must meet the requirements of national technical standards on the environment.
The Ministry of Natural Resources and Environment has issued national technical regulations on environment for 18/36 products and goods. These technical regulations are currently being revised and supplemented by the Ministry of Natural Resources and Environment to be appropriate with reality, which has been appraised by the Ministry of Science and Technology. It is foreseen to be promulgated in the third quarter of 2018.
