Unified the expenditure controlling clue: Streamlining apparatus, bring satisfaction to customers

VCN- After nearly a year of implementation, the project agreement to control the expenditure has gradually stabilized. Apart from helping to save human resources for the State Treasury, creating favorable conditions for customers, this project satisfies the requirements of the Government's administrative reform policy and the Ministry of Finance in the direction of streamlining bureaucracy.

Reduction of 1,288 groups in the organizational structure of the District State Treasury

From 1st October, 2017, the State Treasury has implemented unified expenditure clue. Apart from creating favorable conditions for the budget-using units, the organizational apparatus of the State Treasury at district level is also streamlined.

According to the State Treasury report, up to now, the whole State Treasury system has reduced 1,288 groups of the group and no longer has a group level in the organizational structure of the district State Treasury. At the same time, the State Treasury units at the provincial level have complied with the unified operational procedures to control the state budget expenditures through the State Treasury; the state budget implementation has met the requirements of the tasks, ensuring the processing time of the reservoir as prescribed...

According to the State Treasury's report, the implementation of the expenditure controlling clue has created more favorable conditions for the budget-using units, investors and project management units in transaction and payment activities. State budget expenditures with the State Treasury, units and customers shall only have to send their payment request dossiers to a State budget-control official of the State Treasury where the units open their accounts (including dossiers of investment expenditures and regular expenditures); at the same time, receive from the same expenditure controlling officials.

In addition, the circulation of state budget expenditures within the State Treasury (between expenditure control and accounting) was implemented completely on the TABMIS system, so the control and supervision of the leaders of the State Treasury unit was guaranteed. The processing of documents is fast and timely. Many expenditures, especially regular expenditures, social security, cash, etc., at the request of the unit were processed on the day.

Recognizing the opinions of many customers that trade at the State Treasury units, the majority of opinions agrees and supports the implementation of the project. At the same time, due to information and propaganda in the pilot unit before, customers are not surprised and satisfied with the policy of unifying control expenditure of the State Treasury.

In the course of implementation, on the basis of acknowledging difficulties and problems arising from units as well as customers, the State Treasury has issued a unified professional process to control state budget expenditures at the district state treasury. Organize rooms in the direction that do not define the responsibilities of expenditure controlling expert or accountant in the expenditure controlling process that apply the model of transactor.

According to this model, the procedure is reduced from 5 steps to 3 steps, by not transferring documents between expenditure controlling expert and accountant. At the same time, strengthen control by bringing the chief accountant into the control process. From that, creating favorable conditions and reducing the pressure on expenditure controlling staff at the district state treasury, should be the consensus of the State Treasury units in the whole system.

Decentralization, authorization in the implementation of the expenditure controlling

According to feedback at units, common difficulties now that the units of the State Treasury are encountering is the circulation of documents, handover of documents to and from within the expenditure controlling clue and the next math calculation takes a lot of time. At present, the expenditure controlling process must be carried out through the following steps: The expenditure controlling expert receives the dossier and transfers it to the head of the expenditure controlling office (for the provincial State Treasury and the district State Treasury with the expenditure controlling office) and then transfers it to the provincial state treasury/ the control of the State Treasury will be transferred back to the accountant to re-check, and eventually transferred to the chief accountant to sign the transfer orders to customers. As a result, the volume of work has increased due to the fact that the amount of regular expenditures accounts for 96% of the budget. Especially in the peak months, the number of documents increased, the more time it took to take the documents, the risk of document loss and workload increased.

The unified implementation expenditure controlling has helped save human resources, creating favorable conditions for customers. With the aim of shortening the steps taken in the state budget process, reducing the time required for handling work, but still ensuring the principle of safe state budget management and effective use, the State Treasury has proposed a number of solutions to overcome difficulties in the coming time.

Accordingly, the State Treasury will decentralize and authorize the state budget implementation at the provincial State Treasury branches in association with the unified model of expenditure controlling and dissolve the transaction office. Leaders of the expenditure controlling clue will perform checks, sign documents and checklists at the provincial State Treasury as the director to reduce the large work load for leaders of the provincial State Treasury to focus on management and implementation functions in expenditure controlling with high value expenditure (for regular expenditures) and control of project investment.

In addition, this decentralization will ensure the objective of administrative reform, reduce implementation time, shorten the steps in the state budget expenditure process and reduce the pressure on local leaders and civil servants to do the expenditure controlling work.
