These electors expected that the Government would drastically focus on guidance to overcome this situation.

Draft Law on management and use of public assets (replacing the Law on management and use of state assets) will further strengthen the management of Government in the investment, construction of working offices of the ministries, branches and local authorities.

In response to this recommendation, the Ministry of Finance said, as an agency supporting the Government in the construction and implementation of the Law on Saving and Combatting Waste annually, the agency had been advising the Prime Minister to implement the saving and waste combat program and require local authorities at all levels to take it seriously.

Accordingly, the Government has requested ministries, branches and local authorities to thoroughly save on regular expenses; cutting costs on publicity and spending on festivals, conferences, seminars, ground-breaking and inauguration of works; use of public vehicles, except special vehicles as prescribed under the law, public vehicles for newly established units without any need or justification.

In summary, the savings of ministries and local authorities for 8 months in 2015 is about 640 billion vnd and approximately 3,304 billion vnd respectively. In 2016, the Government issued Resolution No. 01 to continue to implement this policy consistently. Regarding the allocation of funding for academic delegations to study abroad, the Government and the Ministry of Finance have reviewed and allocated in the direction of saving, efficiency and focused on high-level diplomatic missions, the Government's negotiation teams and delegations as a participant of international organizations. The management of public vehicles of ministries, branches and local authorities has been gradually improved, the purchase of vehicles in excess of standards and norms and the use of vehicles for the wrong purposes has decreased significantly.

Amend the law to prevent losses and waste

In particular, on August 4, 2015, the Prime Minister issued Decision No. 32/2015 / QD-TTg on standards, norms and the mode of management and the use of cars for state agencies and public service units.

This decision has changed management practices, applying the car package in the concentrated form and put stricter regulations on equipment management and use of specialized vehicles, which shall be implemented after the ministries, branches and local authorities have issued standards and norms for the number, type and price of specific vehicles under management.

This decision along with the prescribed standards and norms at offices and units which were previously issued have helped the purchase of public assets as well as the construction of the headquarters of units ensuring the standards and norms of the Prime Minister, meeting the requirements of agencies and units and ensuring modern office performance efficiently and consistently with the strategy of administrative reforms of the Government.

However, in fact, there are still some problems such as the expenses for headquarters beyond building standards and norms, wasteful use and illegal lease, loans and joint venture capital.

Currently, the Ministry of Finance is studying the Law on management and use of public assets (replacing the Law on management and use of state assets), especially studying the policy to further strengthen the management of Government in the investment, construction of working offices of the ministries, branches and local authorities to manage and use public assets economically and efficiently.
