The State Treasury implements nine key tasks in 2024

Decision No. 388/QD-KBNN on the Plan which was recently issued by the State Treasury, clearly stated that the introduction of the Plan aims to gather resources to complete political tasks, projects and policies following the State Treasury Development Strategy to 2030.
At the same time, this also aims to consolidate the organizational apparatus associated with strengthening the application of information technology, training and human resource development; promote the creativity of customs officers in task performance; continue to implement solutions to improve service quality; strengthen discipline and administrative discipline, improve the sense of responsibility in task performance.
The plan has set out nine key tasks. Specifically, focusing resources to implement key projects, policies, and tasks of the entire system to ensure quality and on schedule, especially projects, policies, and tasks for implementing State Treasury development strategy until 2030.
At the same time, tightening the discipline and financial discipline of the state budget; strictly manages state revenues and expenditures; strengthens public debt management; promotes administrative reform; and promotes the application of information technology in professional activities and internal management.
Continuously ensuring the security and safety of State money and assets assigned to the State Treasury for management. Performing the work of organizational structure, staff management and human resource development training. Organizing and implementing financial, asset and capital construction management within the industry effectively and complying with regulations.
In addition, improving the quality of specialized inspection work, internal inspection, citizen reception work, resolution of complaints and denunciations and prevention and combat of corruption, negativity and waste. Carrying out international cooperation and communication.
Notably, the State Treasury requested State Treasury units throughout the system to coordinate closely with collection agencies to fully and promptly collect revenues into the state budget, striving to complete the state revenue estimate in 2024; continue to expand collection accounts at commercial banks; expanding the scope of areas requiring personal payments via bank accounts; researching and developing a system of identification code of state revenues which are not managed by Tax and Customs agencies.
In addition, organizing the implementation of state budget expenditure control to ensure strictness and compliance with the provisions of law; practicing saving money, especially regular expenses; strengthening coordination with relevant units to promptly remove problems and speed up the disbursement of public investment capital; strengthening the management of advance capital and urge the recovery of overdue advances.
In addition, for the implementation of capital mobilization through the issuance of government bonds, the State Treasury requires that the mobilization must be consistent with the capital needs of the central budget.
At the same time, effectively deploying the operations using temporarily idle state funds according to the plan approved by the Ministry of Finance; implementing well the risk management process in treasury management activities. Furthermore, effectively managing the opening and use of State Treasury accounts at banking systems as stipulated.
