Accordingly, the Central budget is in charge of paying for construction and strategy adjustment, plan and technical process and technical instruction and technical economic norm and environmental technical standard, the program and scheme on environmental protection under the Central authority task; building and verifying and publishing the plan on environmental protection at regional and country level; Verifying the assessment report on the strategic environment; verifying other tasks which are paid from environmental revenues as per provisions of laws on environmental protection under the Central authority’s responsibility; support for the control of national environmental pollution, inter-provincial environmental pollution and inter-provincial river basins environmental pollution; supporting for waste management and assessing the waste resources causing environmental pollution on an inter provincial scale; support for handling environmental pollution under the projects were approved by the competent authorities; support for inspection and audit for the Law compliance on environmental protection under the Central authority’s responsibility and the competent authorities’ decision; and supporting charter capital for the Vietnam environmental protection fund under the Prime Minister’s decision.

The expenditure content of the Local budget is equivalent to the Central budget but it is limited at the local level scale.

The expenditure for the implementation of tasks and environmental protection will be carried out as per the norm, unit price and the current financial expenditure regime which are stipulated by the competent authorities.

Besides, this Circular also provides the maximum expenditure for a number of contents. Especially, as follow: the maximum expenditure for establishing the task and project is 1 million vnd - 5 million vnd/task; Council meeting for approval for project and task (if any) is from 150 thousand vnd to 500 thousand vnd/person; gathering the written assessment opinion of experts and managers is 500 thousand vnd/article (not exceeding 5 articles); investigating and survey is from 50 thousand vnd to 500 thousand vnd/sample.

The expenditure for contract laborers supporting environmental protection activity, the Circular stipulates: at the District level the maximum expenditure is 1.5 times of the wage coefficient level 1 of civil servant type A1, and at Commune level, the maximum expenditure is 1.5 times of the basic wage level specified by the State.

The expenditure for environmental awards at the Central level is from 8 million vnd to 20 million vnd for organization and from 5 million vnd to 15 million vnd for individuals. At the local level, the expenditure for environmental awards is decided by the Provincial People's Committee.

This Circular takes effect from February 22, 2017 and replaces Joint Circular No. 45/2010/TTLT-BTC-BTNMT of the Ministry of Finance-Ministry of Natural Resources and Environment guiding on the expenditure management for environmental activity and Joint Circular No.01/2008/TTLT-BTNMT-BTC of the Ministry of Natural Resources and Environment-Ministry of Finance guiding on making estimation for environmental protection.
