The task of streamlining the staff has been laid down for quite a long time. Through monitoring activities, the National Assembly still recognizes that the organizational structure of the political system has many clues; Effectiveness and efficiency have not met the requirements and tasks. Apart from some ministries and localities, efforts have been made to streamline the apparatus; many places have not yet been put into practice. How do you rate this issue?

It is true that the functional status, tasks, powers and organizational structure of some agencies and organizations still overlap. The strengthening of the organizational structure of the main system in combination with the reduction of staffing, the restructuring of the contingent of cadres, civil servants and civil servants achieved low results.

The report of the Ministry of Home Affairs shows that 11 localities use 7,951 staff in excess of the assigned number of civil servants; 31 out of 63 provinces and cities use payrolls, there are redundant localities with 161 vice chairpersons in communes and wards ...reviewing the data shows that the reduction of staffing, reducing the clue, improving the efficiency of work of the state administration is very slow, and even the apparatus is getting bigger and bigger.

However, recently, the implementation of the sixth plenum of the XIIth National Assembly "Some issues of continuing the renovation, reorganization of the political system, streamlining, effective operation", some ministries such as the Ministry of Finance, the Ministry of Public Security and some localities such as Quang Ninh, Ha Giang, Lao Cai and Yen Bai have made breakthroughs in the implementation of streamlined apparatus. This is a remarkable result and something the ministries, branches and localities need to drastically take part in so as to effectively carry out the task of streamlining the apparatus and reducing the staffing.

As recently said, the Ministry of Finance is one of the units which has made a breakthrough in innovation, rearranging apparatus under the streamlined and effective direction. What do you think about the performance of the Ministry of Finance?

According to reports from the press, figures released recently after the Ministry of Finance’s carrying out of the streamlined apparatus project are quite impressive and were agreed by many congressmen and people.

The results of merger and consolidation of units of the Ministry of Finance show the determination to reform the apparatus; Reform of the apparatus with reform of administrative procedures; to apply information technology and modernization in order to raise the efficiency and effectiveness of state management and law enforcement in the financial sector. This is a manifestation of high responsibility of the Ministry of Finance in implementing the Resolution of the Party Central Committee and the requirements of the National Assembly and the Government in streamlining the organization and payroll.

For many years we have not escaped the story "income is not enough to make up, spending often cannot reduce due to bulky apparatus." It is suggested that the reform of the apparatus, reduction of staffing can solve this problem. What is your opinion?

Our country currently has more than 90 million people, but up to 11 million people are paid from the budget. Therefore, balancing source to pay salary or spending on salary increase along the roadmap is always very difficult and many sources have to be searched.

With its responsibility, the Ministry of Finance has implemented many measures to implement the Government's policy on tightening spending, curbing inflation, reducing the public debt top, finding more management solutions to increase revenues. I share with the Ministry of Finance that it is always difficult to make the effort to balance the budget, because the "burden" of recurrent expenditures does not diminish, while still needing more funding for development and spending on social security ... Therefore, the need of decisively joining of the ministries, branches, localities, streamlined apparatus, reducing staffing to reduce public expenditure. At the same time, delivery agencies of public service must accelerate their autonomy without depending on budget. Reducing the payroll of this sector would significantly reduce the state budget.

The sixth plenum of the XIIth plenum of the Party Central Committee promulgated the Resolution No. 18-NQ / TU and Resolution No. 19-NQ / TU to overcome the cumbersome and ineffective apparatus structure. I think that there will be significant changes in this regard in the coming time. However, the implementation process needs to follow a specific roadmap, with careful steps, flexibility, listening and doing the ideological work for cadres and civil servants to create consensus. In addition, there should be a mechanism to select talented people who are capable of ensuring the work assigned.

Regarding the restructure of state budget expenditures, it is necessary to reduce the proportion of regular expenditures and increase the expenditures on development investment along with that, strengthening discipline, budget discipline, tightening recurrent expenditure to strictly manage public debt and budget overspending.

On September 25, 2018, the Minister of Finance issued Decision No. 1686 / QD-BTC on the consolidation of tax departments directly under the Tax Department of Quang Ninh province. Accordingly, 7 district tax departments will be merged to create three regional tax departments, respectively, reducing 4 tax offices and 43 tax teams directly under Quang Ninh Tax Department. Pursuant to this decision, on October 2, 1818, the General Department of Taxation issued the Notice No. 416 / TB-TCT on the official organization of activities of the regional tax department under the Quang Ninh Taxation Department since 15/10/2018.

Quang Ninh Department of Taxation is the first unit (counting time of implementation) nationwide and one of six units of the first phase (including Yen Bai, Hai Duong, Quang Ninh, Quang Ngai, Lam Dong, Ca Mau) was selected by the Ministry of Finance to pilot consolidation of sub-departments into regional tax departments. Up to now, through grasp of the situation, initially the tax department in the region has gradually stabilized organization and normal operation, thereby creating a "starter" and spread, active and convenient in consolidating the regional tax departments of the country in the coming time.

The establishment of regional tax departments must not cause troublesome difficulties, increase the time and expense of taxpayers' psychological impact on the performance of tax obligations; To create favorable conditions for attracting investment and boosting the socio-economic development in the localities.

It is also important to set up a regional tax office that does not affect the management of budget revenues and expenditures in the area; It does not affect the budget plan, accounting budget revenues in each district and town under the unified tax department, ensuring the decentralization of provincial and district budget management in accordance with regulations.

The organization and rearrangement of tax offices in the area shall be carried out according to the plan, with a roadmap without causing big disturbances in the organization, personnel, psychology and ideals of public servants and laborers. With regard to human resources, the initial staffing will be stabilized and the restructuring will be restructured according to each function and priority area for key functions and geographical areas. For officials in indirect departments such as administration - human resources, administration - finance ..., the General Department of Taxation will train, retrain and restructure civil servants to strengthen for functions of professional management. With regard to redundant public employees, the General Department of Taxation shall have the plan of streamlining and report to competent authorities for support policies in order to ensure the interests of laborers in accordance with the law in line with current policy.

To implement the Resolution of the 6th Plenum of the XIIth National Assembly on some issues of continuing the renovation and reorganization of the political apparatus in a streamlined, effective and efficient manner. The reorganization of the apparatus is carried out by the State Treasury on the principle of linking with the functions and tasks of each unit, reviewing and modernizing the professional process, streamlining the staff, reducing the leadership position, restructure and To raise the quality of the contingent of cadres, civil servants and employees, ensuring the efficiency and effectiveness of the state treasury system and raising the quality of customer service. At the same time, the State Treasury determined the implementation of the sixth plenum of the Party Central Committee in accordance with the roadmap, while drawing from experience, not hasty, harmonious combination of inheritance and stability with reform and development.

In June, the State Treasury dissolved 43 transaction offices under the 43 provincial state-owned branches of state-owned treasury offices. Thus, from 2015 up to now, the state treasury system has been consolidated, reducing 7 rooms at the State Treasury office, 165 rooms at the provincial State Treasury and 1900 at the district state treasury. By eliminating clues, the state treasury system has also reduced a relatively large number of officials and civil servants holding leadership positions at the departmental level.

In the process of rearranging the organizational structure, the state treasury system did not allow any work congestion, received the support of the Party Committee, local authorities and units dealing with State Treasury. In addition, follow-up shows that although the organization and streamline of the machine directly affect the staff of cadres and civil servants, in the units throughout the State Treasury system still maintain the Unity, stability, no complaints arise in the arrangement and implementation of regimes and policies for cadres and civil servants.

In the coming time, the State Treasury will continue to review and build up the project to strengthen and streamline the organizational structure at all levels in the State Treasury from central to local levels. In particular, it is expected that at the provincial State Treasury, rooms will be cut from 7 to 5 (with a total of 126 rooms); remove rooms at the State Treasuries of the Hanoi State Treasury and the State Treasury of Ho Chi Minh City (with the total number of rooms to be reduced to 48 rooms); To arrange a number of district-level state treasuries units, which do not follow the administrative boundaries of the areas where traffic is convenient, do not significantly affect the units using the budget. At the same time, the conditions must be fully prepared. To deploy according to the roadmap from now to 2020 and the post-2020 period.
