Allocating 64,900 tons of rice

According to Deputy Director General of the General Department of State Reserves Le Van Thoi, from the beginning of 2018 to now, the Prime Minister has made decisions to allocate State reserve goods to localities with a total value of about VND 748 billion to assist hunger relief during the Lunar New Year, support pupils, afforestation projects, crop transfer, crop failures and epidemics, etc. The coordination among ministries and sectors has contributed to ensuring and stabilizing of production and people’s lives quickly and effectively in areas affected by floods, epidemics and crop transfer.

In particular, the General Department of State Reserves has allocated 64,900 tons of rice and equipment for relief purposes, supporting the people in the crop transfer, the Lunar New Year 2018, to overcome the consequences of disaster, and support pupils in the remote, economically difficult areas, and afforestation areas. At the same time, carrying out the tasks of the Party and the State, which is supporting Cuban people with 5,000 tons of rice valued at over VND 640 billion.

The Deputy Director General affirmed, "The State reserve goods have been allocated in sufficient quantity with quality assurance and to right beneficiaries and transported to the localities to be supported in a timely fashion, contributing to helping the people overcome the consequences of natural disasters, epidemics and famine, supporting people in areas with particularly difficult socio-economic conditions, ensuring healthcare for the people and national defense and security over the country.”

In addition, in order to enhance quality management of goods in stock, the General Department of State Reserve has set up inspection teams to supervise the quality of state reserve goods imported in 2018, and developed plans to monitor and inspect the quality of equipment according to annual import plan 2018.

Mobilizing resources to fulfil the targets

In the second half of 2018, the demand for investing in economic development, ensuring social security, strengthening national defense and security, protecting national sovereignty and responding to climate change is increasing while the State Reserve source is limited. The Industrial Revolution 4.0 has impacted on many aspects, which is both an opportunity and a challenge

Therefore, the targets set for the State Reserve sector are mobilizing resources to fulfil the targets; allocating state reserve goods upon decisions by competent authorities in a timely manner, meeting the demand for support and relief of localities affected by natural disasters and diseases and ensuring the national defense and security; managing and ensuring the quality of state reserve goods.

In order to achieve these targets, the General Department of State Reserve has specified key tasks such as: continuing researches to supplement and perfect legal documents guiding the implementation of the Law on State Reserve; studying to develop national technical, technical and economic norms and quality control of the State Reserve goods as a basis for the management and administration of State Reserve goods.

In addition, the General Department of State Reserve will continue strengthening the management of quantity, quality and beneficiaries of State Reserve goods allocated upon decisions by competent authorities. Enhancing the inspection and examination of the import, export and preservation of the State Reserve goods in the units who directly manage and preserve the goods.

Speaking at the conference to summarize the performance in the first six months of the State Reserve sector, Deputy Minister of Finance Tran Van Hieu requested the units in the system to continue reviewing and perfecting the legislation on reserves to meet the requirements and new tasks; focusing on developing human resource for political quality and working capacity. At the same time, taking the initiative in meeting urgent requirements on preventing, combating and overcoming consequences of disasters, fires and epidemics. Also, successfully fulfilling all political tasks assigned by the Prime Minister and the Ministry of Finance; closely managing and monitoring the State reserve goods after allocation; developing plans to build and upgrade the warehouse facilities to meet the tasks of the sector in the short and long term.
